E-Governance training specialist | Bangladesh | 2020

Chemonics seeks an e-governance training specialist for the ongoing USAID Feed the Future Bangladesh Improving Trade and Business Enabling Environment activity (BITBEE). The project aims to support the government of Bangladesh to bolster economic growth and food security by improving trade facilitation, enhancing market access, and improving the business enabling market. The e-governance training specialist will design a training course on e-governance and customer-centered service delivery and tools to improve public service delivery in Bangladesh. This position will be remote, with possible travel to Dhaka, Bangladesh depending on COVID-19 travel restrictions. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Design and develop materials for a training course on e-governance and customer-centered service delivery and tools to improve public service delivery in Bangladesh
  • Prepare the list of invitees to attend the training for the employees of government bodies tasked with implementation of eService delivery, policy makers, Parliament members, NGOs/civil society, academia, media, citizens
  • Assist FtF-BITBEE to identify joint activities and support areas for Aspire 2 Innovate, Bangladesh Computer Council and other government bodies on e-Governance and e-service delivery, capacity building related to eGovernance and eService delivery
  • Assist FtF-BITBEE to prepare a joint work-plan and provide support during preparation and signing of memorandums of understanding
  • Draft the work plan’s list of joint activities and support areas for Aspire two Innovate, Bangladesh Computer Council and other government bodies on e-Governance and e-service delivery

Qualifications:

  • Bachelor’s degree in public administration, e-governance, or a closely related subject, advance degree preferred
  • Minimum of five years of experience in e-governance and e-governance education
  • Experience designing and delivering training courses in e-governance and improving public service delivery              
  • Demonstrated knowledge of e-governance development in strategy and implementation
  • Experience in the policy development process associated with e-governance development in Bangladesh preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English, preference for fluency in Bengali as well
