BRAC South Sudan is legally registered as a branch of Stitching BRAC International with the government of the Republic of South Sudan. Since its inception in 2006, BRAC South Sudan has implemented various programs in education, youth empowerment, agriculture, food security and livelihoods, health, emergency response and microfinance. In 2017, BRAC South Sudan down-scaled its operations as a result of the heightened conflict that had made BRAC’s programmatic operations extremely difficult. In 2019 BRAC South Sudan gradually re-opened operations in South Sudan with programmatic focus on education, health, youth empowerment, agriculture and livelihoods, water and sanitation, and climate change. Currently BRAC South Sudan is actively working in the four states of Eastern Equatoria, Central Equatoria, Western Equatoria and Northern Bahr el Ghazal with fully furnished offices at state and county structural levels.
About Education for Peace, Recovery and Resilience (EPRR) program
The Education for Peace, Recovery and Resilience (EPRR) is a three-year program to expand access to learning opportunities in a safe, protective learning environment while reinforcing resilience efforts and recovery trends for youth most affected by conflict in South Sudan. EPRR is implemented in a consortium and is funded by USAID South Sudan. The program covers four objectives: to (1) increase access to equitable learning opportunities for boys and girls, (2) improve learning outcomes through enhanced literacy and numeracy instruction, (3) enhance recovery and resilience through psychosocial support and peacebuilding activities, and (4) increase the capacity of communities to support education and increase ownership to maintain education facilities. Under EPRR program, BRAC will implement non-formal education activities in Eastern Equatoria, Northern Bahr el Ghazal, Central Equatoria, and Early Childhood Development (ECD) activities in all the program areas. BRAC will reach an estimated 559 school locations for a total of 116,500 learners with a lean staff of 7 full-time staff members.
Job Summary
The Early Childhood Development (ECD) Specialist will be responsible for the day-to-day management of ECD activities in Eastern Equatoria for the USAID-funded Education for Peace, Recovery, and Resilience (EPRR) project. EPRR is a three-year USAID funded project that will provide flexible and responsive education services for conflict affected children and youth in South Sudan. The ECD Specialist’s responsibilities include distributing TLM materials to existing ECD centers, providing center management committee (CMC) support, delivering training to Master Teachers, and establishing and monitoring 45 Play Labs. They will report to the ECD Technical Advisor and be based in Torit, Eastern Equatoria.
Main Responsibility of the role
● Establish 45 Play Labs in Eastern Equatoria including:
○ Identifying physical spaces within communities or schools for Play Labs
○ Recruiting Master Teachers and Volunteer Play Leaders from communities
○ Procuring locally available materials for Play labs
○ Coordinating with relevant stakeholders
● Ensure existing ECD centers supported by EPRR in Eastern Equatoria receive teaching and learning materials produced by the project
● Conduct monitoring and training visits to Play Labs
● Deliver Training of Trainers (TOT) for Master Teachers on Play Lab curriculum
● Deliver monthly refresher trainings for Master Teachers
● Serve as a mentor and coach to Master Teachers and Volunteer Play Leaders as needed
● Coordinate establishment of center and school management committees for Play Lab committees
○ Lead trainings of CMCs and SMCs
● Monitor implementation of Play Lab curriculum, address any emerging issues and mitigate risks
● Liaise with project partners
● As determined by EPRR project leadership, represent the EPRR project and BRAC South Sudan in relevant state-level coordination groups on ECD
● Contribute to project reporting processes and document success stories, case studies, best practices and lessons learned
● Supervise 23 ECD Master Teachers
○ Ensure monthly stipend payments to Master Teachers and Volunteer Play Leaders
○ Adhere to BRAC South Sudan Volunteer Policy
Required Qualifications/Person Specifications (Experience, Knowledge and skills)
● Bachelor’s degree in Early Childhood Care and Development, Education Management, Sociology, Social Work, Development Studies and Community Development or related field preferred
● At least 2 years’ experience working for NGOs, education, early childhood development, child protection or related programs in South Sudan, required
● Experience delivering training for project staff and teachers required
● Strong writing and editing skills
● Excellent communication, interpersonal, presentation and networking skills
● Strong project management skills
● Strong written and oral English language
● Knowledge of and experience working on US Government, particularly USAID-funded projects or other funders preferred
● Experience teaching early childhood, preferred
