JOB PURPOSE:
To manage & support field Operations, safety and security, fleet arrangements/management, as well as logistics & procurement for the Project. Making arrangements for office supplies, including warehouse management at the implementation site. This role will play a critical part in managing and shaping the operation at the field. The job holder will work alongside the Project Manager on the day-to-day planning, coordination & reporting on Project deliverables to identified beneficiaries towards achieving WVI objectives. Additionally, the candidate will ensure the capacity building of guards and IBV’s on general WV’s policies, protection principles, and safeguarding principles to avoid any incidents at the camp. Lastly, the PC will cover PM’s roles in her/his absence.**
MAJOR RESPONSIBILITES:
Safety & Security;
· In coordination with PM, develop SOP’s, safety and security guidance/checklists for the ECED centers and follow-up on the implementation of these plans and regulations
· Ensure all staff, including teachers, IBV’s, as well as guards are properly trained and up-to-date on security and safety regulations at the center as well as WV’s safeguarding policies
· In coordination with PM, raise and follow-up on any incident reports occurring in the center or affecting ECED programming
· Conduct needs assessments at the center to ensure that any maintenance/safety and security needs are properly identified and addressed in a timely manner
· Ensure all required permits for camp entry are in place in coordination with the team, SRAD and camp management
· Ensure the safety of assets at warehouses and WV ECED facilities through proper recording and monitoring of assets and supplies
· Communicate needs and challenges identified during the implementation to support the PM to address them immediately.
· Liaise with SRAD, PM and WV Security Department to inform them about the ECED activities in the camp, locations and plans.
· Ensure humanitarian and INEE standards are met in the implementation process.
· Supervise and facilitate a safe and secure cash distribution process to IBV’s at the camp
· Liaise with camp authorities to provide an induction/training on safety and security protocols at camp and first aid
· Conduct regular field visits and spot-checks to ensure compliance to security and safety protocols
· Assist in identifying, reporting and responding to existing and potential child protection threats affecting the children participating in the ECED program
· Comply fully and ensure teachers’ and IBV’s compliance with WV’s Child Protection Policy and code of conduct.
· Any other duties that may be assigned by the supervisor

Logistics, Procurement and Fleet;
· Ensure that all logistics/procurement processes are completed from start to end (opening and closing purchases)
· Ensure that all supporting documents are provided and upload on Provision in a timely manner
· Support the PM in the development of procurement plans and subsequently cashflows
· Coordinate and collaborate with the logistics and procurement departments for purchasing, contracting, and storing materials,
· Ensure proper asset management and tracking at the ECE centers and updating asset registers accordingly (on monthly basis)
· Responsible for receipt, safe keeping, handling and management of the project resources at the implementation site.
· Regular and timely follow ups with the team to ensure the required supplies are in place and in a timely manner
· Support PM in the review of monthly transaction lists in financial reports to ensure proper reflection and allocation
· Tracking of receiving and storage of goods and services.
· Focal point with the Ministry of Education warehouses units and the purchasing of MoE curriculum.
· Monthly reports of procurement status
· Managing fleet requests, ECED drivers and transportation of good to/from the centers
· Tracking and archiving transportation log-sheets.
· Keeping Track record of the work sheets, Attendance and other related documents necessary for the payment Process
· Ensure procurements are in line with cashflows designed at the beginning of the project. With support from PM, justify any deviations from the cashflows
· Any other task as requested
Project Planning, coordination and Implementation;
· Oversee the implementation of all field activities at the ECE centers
· Regular coordination with the camp management, SRAD in the camp, UNHCR, and other relevant camp players for the day-to-day operations in the camp
· Ensure the successful operation of the activities in the camp following organizational and project-specific standard operation procedures (SOPs) and the camp SOPs.
· Provide support and guidance to IBVs. Work closely with internal units such as the Admin, P&C, safety and security, and procurement.
· Keep regular follow-ups with the PM and other departments to ensure the timely delivery of planned activities.
· In coordination with the PM participate actively in the Working Groups and coordination meetings in the Camp.
· Regularly report to the PM and bring up all the successes and challenges faced in the operations in the Camp.
· Participate in needs assessments and contribute to the development of the response plans when required.
· Support PM in running weekly progress meetings with team members and measure progress against the work-plan and indicator tracking tool
· Serve as the main focal person in the field for the WVI Jordan. Maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination
· Act as officer in charge when PM is not available/off
· In coordination with PM, liaise with MoE, and any other stakeholders to inform them about the project operations and activities, processes, locations and plans.
· Support in the referral of children from KG2 to formal schools in coordination with UNICEF and caregivers to ensure continuity in education
· Any other task as requested
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE;
- Previous experience with INGOs
- Experience in logistic, procurement, asset management and coordination
- Knowledge of child protection / child rights
- Excellent written & oral command in Arabic. Good written and oral command in English.
- Computer literate mainly with MSOffice software package
- Good communication skills and ability to build collaborative relationships
- Ability to foster a good team spirit
- University degree in business administration, social science or any related fields
- Knowledge on the Provision system is preferable,
- Knowledge on logistics and procurement processes
- Fluent in Arabic (written and oral) Good English
