The Role
- Accountable to the EFSVL officer for the direct implementation of Oxfam EFSVL activities, ensure traceability of all activities carried out, proper recording is required.
- Provides support for and implements program activity plans to agreed standards, following procedures and Oxfam Code of Conduct.
- Working in team and coordination with other EFSVL staff and with other department staff.
- Working with community members and representatives to facilitate the program implementation and proactively achieve solutions to problems arising.
- Carry out interviews, questionnaire, focus group discussions, key informants’ interviews, data collection as per plans.
- Data entry, MIS and archiving skills are required.
- Support field activity supervision and follow up, ensure data recording (attendance lists, meeting minutes, delivery notes, distribution lists, questionnaires, etc.);
- Flexibility to anticipate and resolve challenges within the operational context.
- Work patterns are high pressure and require proper judgement about basic adjustment and urgent action on routine.
- Makes local information accessible and usable by project management and non-specialists.
- Do any Other Tasks requested by the EFSVL officer.
SKILLS AND COMPETENCE:
- Bachelor or equivalent in a relevant discipline (preferably engineering, agriculture, microenterprise development) and /or substantial community development experience. First degree will be added advantage
- Demonstrable experience in implementing early recovery programs, Commodity or value Vouchers, Cash for Work, and/or humanitarian programs.
- Emergency experience with an NGO essential, with proven application at field level knowledge and experience in Humanitarian and early livelihoods recovery approach.
- Knowledge and experience of gender mainstreaming and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work.
- Willing to work in a remote location and traveling/staying to the field for days.
- Enough experiences on-field implementation in similar work site, and communication skills essential
- Willing to work overtime, or at weekends according to workload
- Good management skills in managing and monitoring activity, staff, and other resources.
- Good computer skills (Excel and Word, PowerPoint), familiar with sending the email.
- Fluency in spoken and written English and Arabic language is essential.
- Pro-active and with excellent communication skills.
- At least one year of experience in appropriate community mobilization, livelihoods, cash programming in an early recovery setting, and experience in conducting humanitarian projects.
- Good experience in management skills and monitoring activity, staff, and other resources.
- Fluency in spoken and written English and Arabic language.
- Willing to work in a remote location and traveling/staying to the field for days.
- Proven experience in community action planning processes and in working with partners. Understanding of OGB partnership policies an added advantage
- High level of commitment and willingness to work in a harsh environment
- Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player.
- Proven assessment and analytical skills and the ability to produce written and verbal reports succinctly.
- Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.
- High level of interpersonal and communications skills.
- Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills.
- Strong commitment and sympathy to Oxfam aims and values – which are inclusiveness, diversity and accountability. This also includes commitment to Equal Opportunities (e.g.: gender, race, disability).

- INGOs work experience is essential.
