About the role

Crown Agents USA seeks to expand its roster of qualified power sector Procurement Experts in anticipation of U.S. government business pursuits and/or project delivery to advance clean energy in developing countries.

Shortlisted candidates will be interviewed and called upon in response to specific government solicitations and/or for project delivery.

Illustrative Key Roles and Responsibilities:

  • Provide technical leadership in international best-practices and capacity building for advancing transparent, competitive procurement of clean energy through working with ministries of energy, regulators, and electric utilities in developing or middle-income countries
  • Deliver workshops and trainings to build the capacity of beneficiary parties in designing and implementing transparent, competitive procurement processes
  • Provide expert/specialist advice/knowledge on renewable energy auctions
  • Lead/Manage a team of technical specialists covering topics including power sector reform and restructuring, power project development, renewable energy, private sector engagement, auction design and platform development, power generation and transmission, and transparent, best-value energy procurement

About you

Qualifications:

  • Must be a U.S. or Tunisian national
  • A Master’s degree in Energy/Environmental policy, business, economics, engineering, or a related field
  • Demonstrated experience in consultancy assignments and supporting donor programs, including experience with US Agency for International Development (USAID) proposals and/or projects
  • 10+ years of experience leading, managing, or implementing transparent, competitive power sector procurement technical assistance desirable
  • 8+ years of experience with project delivery in developing or middle-income countries desirable
  • Experience delivering trainings in developing countries on competitive procurement
  • Demonstrated business development experience preferred (conducting intelligence gathering assignments and contributing to proposal development)
  • Ability to work both independently and in a team-oriented, collaborative environment
  • Demonstrated capacity in facilitating in-depth and effective dialogues with internal team as well as with external stakeholders
  • Strong oral, written, and interpersonal skills are required
  • Fluency in one or more foreign languages desirable
