Environment Management Lead – Sustainable Investment

Overview

 

There is a consensus among WRI, our donors and peer organizations that it is essential to turn the vision of synergy of climate change and environment protection into actions throughout Planning and Implementation, to achieve China’s carbon peaking and neutrality goals. Organizations including WRI have carried out extensive strategic thinking, research and convening on national climate ambition and environmental management. Under the circumstance of commitments from Chinese government of emission peaking by 2030 and carbon neutrality by 2060, the tougher decarbonization tasks across sectors demand national and regional environmental policies having climate change impact embedded, particularly environmental impact assessment (EIA) and emissions permits (EP), for wider co-benefits of managing conventional pollutants and GHG emissions.

 

This position will lead to conduct and facilitate implementation of environment management related projects at China office, meanwhile, s/he will take fundraising role, as well as research, conduct landscape analysis, hold in-person interviews, and convene dialogues with stakeholders.

 

This position will report to Director of Sustainable Investment Program, WRI China Office, and be responsible for coordinating and regular communicating with other WRI programs both in China office and WRI IOs.   

 

 

Job Responsibilities

 

 

Project management and fundraising (30%)

 

  • Coordinate, and lead project to ensure that goals, objectives and all elements are accomplished within the prescribed time frame and funding parameters In line with the above strategy.
  • Promote close and effective collaboration across WRI programs and leverage institutional expertise to lead the team’s work.
  • Conduct internal project reporting at institutional wide, as well as external project reporting to donors.
  • Define, maintain and update WRI China’s overview strategy and project’s strategy from environment protection management and related perspectives, as well as prioritized work and activities.
  • Create and develop annual work plan on environment protection related projects.
  • Prepare staffing plan and conduct staff as well as consultants management
  • Identify fundraising opportunities and prepare funding proposals/concept notes for corporate donors, private foundations, government agencies, bilateral donors, and other funders.
  • Develop and maintain relationships with existing and prospective donors.

 

Research and analysis (55%)

 

 

  • Lead to conduct a landscape analysis to review existing environment protection management and relevant policies and practices in China, from institutional and systematic perspectives, in terms of identifying context, challenges, peer organizations and potential opportunities ahead.
  • Provide technical support on synergy of climate change and environment protection management in China, regarding policy, environmental standard, and business model analysis. Produce knowledge products including briefs, blogs, reports and working papers.
  • Conduct quantitative and qualitative research on issues including the new methodologies to decompose the sectoral targets to project-level/enterprise-level targets for environment protection management.
  • Lead tracking and reviewing any updates to the existing environment protection management policy framework for coordinated management of GHG emissions and conventional pollutants.
  • Update and introduce progress on environment protection management practices, including international mechanisms and programs.
  • Review reports/publications, blogs, press releases, and other research and communications materials to ensure high quality, high impact publications in line with WRI’s requirements.

 

Communications and outreach (15%)

 

 

  • Lead to design and implement consultation workshops, roundtables and engagement activities with key stakeholders.
  • Foster strong collaborative relationships with external partners, including research institutes, non-profit organizations, businesses, and government agencies.

 

Job Qualifications

 

  • Advanced degree in environmental science, environmental engineering, or other related fields (a PhD is highly desirable), with at least 10 years of progressive professional work experience related to environment protection related institutional and administrative management in China.
  • Well-established environment management related expertise with known track record. In-depth understanding of importance of synergy of environmental regulation with climate change agenda both domestically and globally.
  • Track record on raising large-scale, multi-year funds with broad connections with funders.
  • Strong research skill with relevant experience on publishing high impact reports, familiar with peer review processes, and experience on multi-partner joint publications.
  • Familiar with the operation models of NGOs/research institutions.
  • Willingness and ability to travel within China and internationally.
  • Excellent communication skills and command of written and spoken Chinese (Mandarin) and English. Strong public speaker in both languages.

Salary and Benefits: Salary is commensurate with experience and skills
