Cufa is seeking a National Environment Safeguard Specialist based in Cambodia to work on a 6-year agricultural value chain project implemented in Cambodia. The project is to be funded by a major multilateral funding partner and implemented by the Royal Government of Cambodia. The project aims to increase value addition in five key competitive agricultural value chains in Cambodia by enhancing financing and strengthening value chain linkage, connectivity and safety. The objective of the consultancy is (i) to provide project management and technical assistance to the executing and implementing agencies in the implementation of the agricultural value chain project, (ii) to strengthen technical and management capacities of participating government agencies, financial institutions, agricultural cooperatives and agro-enterprises, and (iii) to ensure compliance with agreements, social and environmental safeguards, government policies and gender policies.
Responsibilities
- Assist the implementing agencies in all aspects of the environment-related implementation of the project.
- Supervise the implementation of the environment and social management system.
- Support and review environmental impact assessments to monitor compliance with environmental safeguards.
- Conduct training and technical support for implementing agency staff and other project contractors on environmental safeguards and management.
Selection Criteria
- Master’s degree in environmental management, natural resource management, or a related field – compulsory requirement.
- At least 10 years of experience in environmental management, pollution control (especially in agriculture), monitoring and evaluation, and/or impact assessment – compulsory requirement.
- Proven knowledge of the Asian Development Bank’s environmental safeguard requirements and national environmental management frameworks.
- Proven ability consulting and communicating with local communities, agricultural cooperatives, agro-enterprises, contractors, government agencies and other stakeholders – compulsory requirement.
- Strong verbal and written communication skills in both Khmer and English – compulsory requirement.
