Objective
HFHI/EMEA successfully implemented the EU DEAR project – Build Solid Ground (BSG) in 2018- 2021. BSG was embedded in HFHI’s global advocacy campaign – Solid Ground. The scope of this project was to educate and raise awareness of European citizens on housing related issues in the global south plus influence policy making in the EU and its member states for development cooperation. The key outcomes achieved included raising awareness on SDG 11, the new urban Agenda including security of tenure, gender equality and slum-upgrading.
HFHI has identified the future DEAR2 call for proposals anticipated for early 2022 as potentially interesting for multiple members of the former BSG consortium.
HFHI would like to engage a consultant to lead and manage the conceptualization of the project design and subsequent proposal development and writing.
Key deliverables by the Consultant
Preparation
- Pre read of all relevant internal materials
- Interviews with internal stakeholders (approx. 5) and some partners from DEAR (approx.3)
- Development of Project Design (including needs assessment and consortium building)
- Coordinate/facilitate a project design workshop (remotely) with key internal stakeholders and partners
- Agree on criteria in selecting partners
- Map out partners
- Agree geographic focused countries
- Agree on next steps for geographic needs assessment
- Draft project intervention logic
Development of DEAR II Proposal
- Develop full proposal (including budget, narrative and annexes)
- HFHI GFOI team develop proposal development timeline/roles and responsibilities ensuring compliance with EC proposal guidelines
- Co-lead the process of proposal development (including narrative and budget)
- Coordinate regular meetings and calls among partners
- Consult regularly with the lead applicant
Timeline and conditions
- As per the contract. The contracting time is from January 2022 until April 2022.
- Indicative plan (subject to change based on announced Call for Proposals):
- Draft high level project intervention logic (log-frame and concept note) by 15 February
- Draft proposal including budget by 20 March
- Complete proposal including annexes finalized 15 days prior to Call for Proposals deadline

All proposals will be evaluated systematically, based on the following prioritized list of our key evaluation criteria:

Experience and proven success with EU grant proposals writing/evaluation, preferably experience with DEAR Program

Experience with project design process, including development of a baseline study

Experience of facilitating a multi-partner consortium

Knowledge of policies on Global Citizenship Education, Education for Sustainable Development and SDG11

Proven experience in working across geographical countries/regions (EU/EMEA)
