UK-Med are developing from a model of only delivering UK EMT responses to a model that also includes a portfolio of UK-Med standalone projects, delivering more interventions over a longer period. We have grown significantly in size, being a team of 15 at the start of 2019 and growing to a team of 35 staff today. The UK EMT programme still accounts for 90%+ of our funding and so there is an urgent need to diversify our funding.
In light of this we are seeking to explore alternative funding sources including within the EU. Given the on-going Brexit negotiations we are aware that this may require a number of steps on our part, not least of which may involve registering and establishing UK-Med in an EU member state. We are also aware that our evolution as an INGO needs to take into account the full requirements of possible framework partnership agreements with EU/ECHO.
Reporting into the UK-Med SMT, we are looking for a consultant who can deliver the
following:
1- Identify and outline possible options, methods and timelines for UK-Med to access EU funding
2- Identify and outline options for registering UK-Med in an EU member state
Outputs
3- Report, setting out and analysing: · The process for applying for an EU/ECHO FPA and the essential steps UK-Med would need to take to become an EU/ECHO partner · The various likely options for registration in an EU member state taking into account, legal steps, staffing, likely costs and possible governance arrangements
4- Presentation and workshop for UK-Med SMT and trustees. · Leading a discussion through the outcomes and possible actions arising from the above report · Guided discussion highlighting the pros and cons of the different possibilities
5- Possible scope for extension of the consultancy into subsequent periods of the donor strategy development as required
We expect this consultancy to be completed no later than the end of February 2021
