Christian Aid is seeking an experienced Evaluator to conduct a final evaluation of its three-year project funded by Bread for the World in Iraq and Lebanon. The evaluation work and final report will need to be completed by mid-December 2020. Travel restrictions etc as result of COVID-19 will need to be respected and as such evaluation activities can and should be adapted and planned accordingly.

About the evaluation
This is a final evaluation of the Bread for the World funded project, ‘Towards inclusive development for refugees, IDPs and host communities affected by the regional displacement crisis’, a regional project in Iraq and Lebanon.
The purpose of this evaluation is to establish whether the defined project objectives have been met, note the extent to which learning from the mid-term evaluation has been addressed, and to assess the project against key quality criteria.
· To review the extent to which the project has been delivered successfully in line with the project objective and logframe.
· To assess the extent to which the project meets the DAC quality criteria (relevance, effectiveness, efficiency, sustainability, and impact)
· To assess the extent to which crosscutting issues (gender and inclusion) have been addressed.

About you
Key qualifications and experience of the evaluators:
· Extensive demonstrable experience in participatory research, using both quantitative and qualitative methodologies;
· Extensive experience and knowledge of the situation of vulnerable groups, preferably in the Middle East context;
· Extensive experience and knowledge of the situation of refugees, IDPs, and host communities, preferably in the Middle East context;
· Extensive experience in development programmes evaluation;
· A very good understanding of the Middle East’s political, social, economic and cultural context, especially with regard to the Syria crisis in relation to Iraq and Lebanon. Good knowledge of key policy and legislative framework, and government structures;
· Proficiency in English and Arabic;
· Previous experience of producing reviews/evaluations for internationally funded projects (OECD/DAC evaluation experience desirable);
