Overview
Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. The position is assigned in the Sector and Project Division (IESP) within the IED.
IESP provides evaluation feedback on performance and generates and disseminates evaluation lessons. The division is primarily responsible for evaluations and validations at the sector-level and on individual sovereign lending and Technical Assistance (TA) operations. IESP will cover sectors, such as energy, transport, water, urban, finance, and agriculture and natural resources. It shall also be responsible for evaluations and validations of non-sovereign operations.

Job Purpose
The Evaluation Specialist prepares and/or contributes in conducting sector and project-level evaluations and validations and other evaluation activities in line with the department’s work program and protocols.
The position focuses on ADB’s sovereign energy sector operations, applying incumbent’s skills and specialization in all or select dimensions of energy operations: (i) power generation, distribution and transmission; (ii) clean development mechanisms; (iii) energy economics; (iv) governance; (v) environmental and social development; (vi) market, policy, and regulations; (vii) infrastructure finance; (viii) public-private partnerships; (ix) regional cooperation and integration; and (x) climate change. As appropriate, s/he will also be responsible for evaluations and validations of non-sovereign operations related to the energy sector.
The Evaluation Specialist (i) works with the team, with guidance from Management, to design the evaluation approach papers and select the methods and approaches that are most adapted to the object of evaluation; (ii) engages with operations and board members as needed and conducts desk and field work in Asia and the Pacific; (iii) draws key lessons from evaluations and their implications for improving development effectiveness and provides recommendations on key issues for ADB action; and (iv) participates actively in dissemination and outreach events and activities to share the evaluation findings, lessons and recommendations with internal and external audiences.
The incumbent reports to Director, IESP and may supervise national and administrative staff.
Responsibilities
- Contributes in preparing high-level evaluations which on an annual basis could include: (i) country program evaluations; (ii) cross cutting evaluations (corporate, sector-wide and thematic), with focus on energy sector; and (iii) the Annual Evaluation Review report including theme topics related to, but not limited to, the energy sector;
- Contributes and/or prepares validations of country partnership strategy final reviews; and country level sector assistance program evaluations;
- Contributes and/or prepares systematic reviews, synthesis notes, topical papers, working papers and other evaluation products, with focus on energy sector operations, that are thematic, sectoral, or corporate-related;
- Prepares project/program performance evaluation reports and technical assistance (TA) performance evaluation reports concerning the energy sector;
- Contributes in joint evaluations on select projects with development partners;
- Prepares validations of project/program completion reports for sectors covered by the division and/or contribute in the quality assurance of validations on self-evaluation reports on ADB operations;
- Provides comments on draft evaluation reports and ADB operational documents according to his/her skills and specialization;
- Helps disseminate evaluation findings and promotes learning from evaluations in ADB, development partners and developing member countries;
- Performs other tasks as assigned by Division Director or duties that may be assigned as reflected in the incumbent’s work plan.
Qualifications
Relevant Experience & Requirements
- Master’s Degree, or equivalent, in public administration, economics, engineering, finance, business administration, statistics, development studies or related social science fields; or University degree in any of these fields, combined with specialized experience in international and/or development organizations, may be considered in lieu of a Master’s degree;
- At least 8 years of relevant experience in evaluation and/or energy sector operations; at least 4 years of relevant experience in project, sector and country/regional operations (e.g., country portfolio and program, institutions, policy) and/or development work and outreach in developing countries; Relevant experience in multilateral development banks and the Asia-Pacific region is preferred;
- Significant expertise within specific dimensions of energy sector operations or breadth across multiple areas with in-depth knowledge within one area, i.e., climate change and disaster risk management; energy economics; governance; environmental and social development; innovation and energy systems data and planning; finance; market, policy, and regulations; regional cooperation and integration, public-private partnerships, in a multilateral or bilateral development setting;
- Knowledge of energy sector issues, practices and policies in ADB and/or other multilateral and bilateral institutions; Some relevant experience in private sector operations is preferred;
- Aptitude toward applied research and/or preparing evaluations; conducting regional/country/sector/project-level analysis including operational, economic, social and technical aspects, institutional and policy analysis and reforms, macroeconomics, economic and financial analyses;
- Familiarity with development strategy, policy and practices of multilateral and bilateral institutions;
- Excellent oral and written communication skills in English;
- Ability to learn and perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary unit; coach or mentor team members;
- Credible expert in field of expertise with recognized ability to share relevant knowledge to benefit the broader ADB community;
- Ability to conceptualize and evaluate complex development issues and problems, and to carry out effective communication and dialogue on these topics; and

The selected candidate is appointed for an initial term of 3 years.
