Expert analyst to conduct analysis of survey and formulate recommendations related to human resources in peacekeeping


Result of Service

1. Survey rolled out to peacekeeping missions and special political missions representing at least 50% of all uniformed personnel.

2. Report, based on the results of the survey rollout.

3. Presentation of results to relevant stakeholders.

4. Update support materials for survey roll out including “how to” guide and outreach materials in English as needed.

Work Location

Home-based and remote liaison/coordination with field missions.

Expected duration

The consultancy is expected to take place on a part-time basis for up to 45 days, during the period of 18 October 2021 to 18 January 2022. Timing to be agreed with ODCSS to ensure project is completed within this timeframe.

Duties and Responsibilities

The Secretary-General attaches the greatest importance to increasing the representation and full, equal and meaningful participation of uniformed women personnel, as set out in his Uniformed Gender Parity Strategy. This commitment also builds on the work established by the mandates of UN Security Council (UNSC) Resolutions 1325, 2242 and 2538.

Since the Uniformed Gender Parity Strategy (UGPS) was launched in 2019, the UN has taken many steps in this direction, with significant results. However, more evidence and understanding of the challenges and barriers that women face before during deployment are still needed in order to secure further progress, inform future actions and ensure sustainability.

In April 2021, the Department of Peace Operations launched a project to gain a better understanding of barriers faced by uniformed women deployed to peacekeeping operations and special political missions. In the framework of this project, a survey was produced and is being piloted.

DPO would now like to initiate a follow-up project aimed at:
a) rolling out the survey to all peacekeeping and special political missions

b) producing a report on the barriers faced by uniformed women peacekeepers based on information gathered.

DPO is seeking an expert in survey analysis, able to analyze complex data sets and manage complex report review processes. This expert consultant should be very experienced in peace operations to ensure successful roll-out and provide relevant expert advice to senior managers. Also, the expert consultant should be a specialist in producing actionable recommendations relevant to human resources or organizational development in peacekeeping. The following activities will be carried out:

1. Managing survey roll-out, including coordinating a network of focal points and liaising with mission senior management to support the roll out across missions.

2. Reviewing and cleaning data from the survey.

3. Analyzing data and generating results.

4. Preparing an expert report, based on the survey results, other available materials and consultations held during the project that will reflect:

a. barriers faced by women in the missions where the pilot has been run,

b. best practices implemented in such missions to address them,

c. expert recommendations on actions that DPO/ missions could take to address such barriers or systematize any best practices.

5. Providing strategic expertise on socializing the survey results among key stakeholders, including senior focal points and leadership, and managing related reviews and revision.

6. Updating materials produced during the pilot project, as needed, to ensure business continuity and sustainability of the implementation of the methodology over time.

Qualifications/special skills

Academic Qualifications:
Postgraduate or other advanced university degree (at least M. Sc. or equivalent) in the area of management, organizational development, political science, international relations, law, military/strategic studies, social sciences, relevant technical field or other relevant area is required.

Experience:

  • A minimum of ten years of progressively responsible experience in the field of political affairs, international relations, security institutions, or related area at the national and/or international levels is required;
  • Advanced qualitative and quantitative research skills and experience implementing surveys with diverse populations, is required;
  • Experience liaising and building capacity with cross-cultural and multidisciplinary teams is required;
  • Experience working with UN entities or UN Peacekeeping operations is required;
  • Extensive conceptual and practical knowledge of peacekeeping operations, including working arrangements of uniformed personnel (military, police and/or justice and corrections), is required;
  • Demonstrated ability to produce analytical reports and actionable recommendations relevant to human resources and organizational development is required;
  • Proven interpersonal skills in a complex, political and structured working environment is required.

Language:

  • Fluency in English is required
  • Fluency in French is desirable
