SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
UNDP seeks the services of a consultant with twin expertise to cover the two interlinked and complementary topics under the contract’s scope, namely the process of making green charcoal from coconut shell and fiber (and others raw materials available) and the study of the financial feasibility of the project.
The assignment will include one extended mission with extensive field visits on São Tomé Islands, more precisely on the Valudo’s places at Favorita, street to Trindade. Mission dates will need to be agreed in advance with UNDP (Country Office, Regional Technical Advisor) and counterparts from the Governments of São Tomé and Príncipe and the Valudo’s company.
Outputs of the assignment
The consultant will work closely with UNDP (Country Office, Regional Technical Advisor) and counterparts from the Government as well as with the Valudo’s company.
Output 1: Green charcoal process analysis
• Analysis the quantity and type of raw material available to be process in the perspective of producing green charcoal for the local market.
• Define the machines capacity needs and specifications to process all the raw materials available in the perspective to feed the national market (proposal of one unit in S. Tomé vs two units, one in each island).
• Define the green charcoal process at all the stages to be adapted in the local context with the raw materials available (coconut shell, coconut fiber and others).
• Identify the place to be installed and all the costs associated (machinery costs, importation, civil works, electrical installation with genset connection)/turnkey solution.
• Identify the best packaging to sell green charcoal briquette on the local market.
• Define the planning with all the operations to be done until the full process is working.
Output 2: Feasibility study of green charcoal briquette production in São Tomé and Principe
After evaluating all the cost, the expert will take into consideration the local context to make an economic viability of the green charcoal unit.
• Define all the investments to be done for the green charcoal unit.
• Define all the costs of operations and investments.
• Detailed design of the production unit
• Develop an economic model taking into consideration the local market and the competing products.
• Evaluation of the profitability of the project (10 years) including the value of carbon credits.
• Evaluation of all the project impacts on the environment, jobs creation, local economy.
• Analyze the feasibility of installing a turbine in the charcoal process for the electric consumption of the factory and possibly of selling electricity.
All reports will be submitted in Portuguese. A summary for each chapter and an overall summary of the study should be submitted in English.
