The Role

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via six area offices in nine states (Upper Nile, Jonglei, Lakes, Eastern Equatoria, Central Equatoria, Western Equatoria and Western Bahr-el-Ghazal, and Northern Bahr el Gazal. It also works in partnership with several national organisations and community groups.

Position: WAH Project Manager

Location: Juba-South Sudan

Key Responsibilities:

Objective 1

WASH project Management – Monitor the implementation of integrated Oxfam WASH programs in Juba and other assigned locations. **

Tasks & responsibilities

· Ensure appropriate design, electrification, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipments.

· Implements, in the framework of projects, the mission’s WASH strategy taking into account the key internal and external documents: Oxfam charter, South Sudan strategic framework, policies (WASH and other Oxfam sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues.

· Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training (CLTS, PHAST and CHAST, FGD’s etc).

· Ensure contractual activities are completed on time, within budget and with acceptable quality.

· Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly.

· Ensure post-implementation monitoring of Oxfam WASH structures.

· Plan and manage emergency WASH responses; and priorities activities according to humanitarian needs including sustainability needs in assigned locations.

Objective 2

Analyze and develop reports on Oxfam WASH activities in the Juba and assigned locations.

Tasks & responsibilities

· Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized and documented.

· Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.

· Support the MEAL team on needs assessments and other surveys (KAP, CPT etc.)

· Participate in the definition of the WASH strategy for Oxfam as well as identification and design of potential new intervention areas.

Objective 3

Performance management and supervision of WASH project staff at Project level.

Tasks and responsibilities

· Induction, follow up, evaluation, and promotion of positive team dynamics and motivation.

· Participate in the recruitment and training of WASH staff when required.

· Overseeing the work of WASH program staff in order to ensure good compliance of activities within the objectives of the mission and of proposals – this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs.

· Evaluation of WASH program staff as per the defined schedule.

· Capacity building of WASH staff and mentoring of WASH program officers.

· Communicate Oxfam performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.**

· Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.

· Contribute to the professional development and improvement of team members by providing support.

Objective 4

Participate in external coordination within the WASH sector in Juba and the whole state as may be required

Tasks and responsibilities

· In collaboration with the HPM and WASH coordinator, Participate in WASH Coordination meeting held at county and state levels.

· Develop WASH contacts with other INGOs, agencies and technical bodies.

· Assess feasibility of Oxfam technical support and guidance to partner agencies and relevant governmental bodies,

· Support capacity building of Oxfam WASH partners in the area of intervention.

· Participate in emergency WASH interventions in other parts of South Sudan as may be required.

· Support WASH coordination efforts outside of Nyirol as required or adivised by WASH CO.

Objective 5

Coordinate and collaborate with other departments

Tasks and responsibilities

· Collaborate and communicate with Technical and Support Coordinators/managers, Program Managers, HPM, and any other Oxfam resource people in order to ensure the coherence of activities and reports in terms of Oxfam WASH strategy.

· Informing/updating the Humanitarian Program Manager on WASH program implementation and any issues on a regular basis.

· Participation in weekly base team meetings and any other general team or strategy meetings.

· Follow up on WASH project budgets in liaison with HPM, WASH co and program managers, to ensure budget expenditure is in line with program objectives and timeline.

· Follow up of logistics requirements for WASH programs in liaison with the PM

· Participation in the overall Fielde level strategy and program strategy, narrative and financial project proposals and reporting for assigned locations, in collaboration with Finance,Log/Admin etc and other program coordinators as necessary.

Objective 6

Report and track the progress of WASH project activities

Tasks and responsibilities

· Develop meeting reports or training or training to share with program managers, coordination team as necessary.

· Track the progress of activities, ensure the collecting of program indicators.

· Monthly Oxfam WASH report to be sent to Program Manager and copied to WASH TechCo which includes an overview of the WASH situation, external coordination update, achievements for the past month and objectives for the following month.

· Preparing inputs for the mission weekly and monthly sitrep.

· Draft contractual donor reports.

· Prepare handover report as necessary to replacement and on when on leave.

Additional responsibilities

· This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task.

· The staff is required to be flexible and adaptable with regards to the implementation of the daily work/activities.

· The staff is also expected to conduct all duties in a professional manner following Oxfam staff regulations and charter including commitment to gender equality.

SKILLS AND COMPETENCE: **

Essential:

  1. A Bachelor’s degree in relevant discipline such as engineering or development Studies or equivalent experience
  2. A minimum of 5 years progressively responsible international experience in a similar role – specifically in managing humanitarian/development programmes funded by different donors in the WaSH sector.
  3. Excellent understanding and knowledge of WaSH in general, and Sustainable solutions.
  4. Experience in managing WaSH Projects especially in refugee and IDP settlements.
  5. Good knowledge of developing and implementing monitoring systems to track the effectiveness of programmes and an ability to build cooperative, professional relationships with donors, partners and peer organisations.
  6. Management skills & experience, including line management, management of other resources, evidence of capacity to support others.
  7. Commitment to equal opportunity and gender policies.
  8. Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation.
  9. Good interpersonal, influencing and communication skills
  10. Proven team leadership and ability to work independently as required.
  11. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  12. Good written and spoken English
  13. Proficiency with Microsoft Office applications.

Desirable

  1. Experience in building the capacity of the team internally and of external stakeholders.

  2. Able to work under time pressure and long hours whenever required;

  3. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.

  4. Working knowledge in Arabic is an added advantage.
