How can you make a difference?

Based within the Deputy Representative’s Office, the Specialist will provide technical support on inclusion of children with disabilities in Mozambique. The main strategies across sectors are: research and knowledge generation, policy advocacy and resource mobilization, technical support and capacity building of government partners and mainstream organizations, community engagement and empowerment of persons with disability and delivery of service and assistive devices to children with disability in humanitarian context. The specialist will work across all the sections to ensure that the rights and needs of children with disabilities are reflected in planning, implementation and monitoring and evaluation phases of UNICEF’s programming.  

Summary of key functions/accountabilities:

  1. Lead MCO’s cross-sectoral programming   on children with disabilities.
  2. Provide technical assistance to fully integrating disability in strategic planning processes (CPD, AWP, HAC, HRP, etc)
  3. Coordination, management and technical support on disability inclusion with donors, partners and across the office
  4. Strengthen partnerships and networks with major organizations, donors and media to move towards positive behaviors and outcomes enhancing results for children with disabilities
  5. Strengthen data and research on the situation of children with disabilities in UNICEF Mozambique supported programming, including of integrating disability into national surveys

1. Lead MCO’s cross-sectoral programming on disability inclusion

▪ Provide technical leadership on integration of disability into all country programming phases; planning, monitoring and reporting,  

▪ In collaboration with sectoral colleagues, identify the areas of focus for disability inclusion programming with the greatest potential for impact and scale, in alignment with the UN Disability Inclusion Strategy

▪ Work with sectoral counterparts to incorporate relevant disability indicators and measures in programme and policy initiatives, proposals, and advocacy efforts and assist in developing disability-responsive theories of change models for sector and cross-sectoral programming.

2. Coordination, management and technical support

▪ Lead the coordination of the Cross-sectoral Disability Programme funded by the Government of Norway

▪ Provide technical support to Early Identification and Intervention programme of H&N Section

▪ Provide technical support to Disability social norms research and C4D strategy development

▪ Provide technical support to Disability Inclusion capacity building of Child Protection (Social services and community preschools)

▪ Provide technical support to Inclusive Social Protection programme of SPEAR

▪ Provide technical support to Inclusive Education initiatives of Education Section

▪ Lead and manage disability-targeted programming in emergency setting including support to disability working group under the Protection Cluster and management of specific partners on disability inclusive prorgamming

3. Management and/or advisory support to the Deputy Representative and the Representative

▪ Actively participate in the Programme Coordination Team meetings; planning focal point team; and other key country-specific leadership teams to ensure strategic inclusion of disability in all country-specific programming  

▪ In collaboration with sectoral colleagues and under the guidance of Deputy Representative, participate in the planning and monitoring of the utilization of the budget allocated to sectoral and cross-sectoral disability interventions with sectoral colleagues 

▪ Provide technical input and review on the disability inclusion components in key funding proposal appeals and submissions and in the design of funded projects/programs so that disability technical components are clearly defined, and technical capacities are included.

4. Advisory services, Advocacy, networking and partnership building

▪ Provide technical support and advocacy to reporting and follow-up on international and regional disability rights commitments

▪ Support internal and external partnerships and networks in the development of harmonized, disability-responsive programme interventions. 

▪ Build strategic alliances for disability inclusion with various partners, including institutional links with UN agencies and other relevant entities. 

▪ Represent UNICEF in disability working group, clusters, and other external meetings relevant for disability inclusion.

5. Data, knowledge management and capacity building

▪ Support documentation and sharing of the country-level experience in disability programming and lessons learned, which will be shared with internal network and external partners and utilized 

▪ Bring best practices in disability programming and measurement to the attention of senior management and sectoral colleagues, as well as disability section staff at RO and HQ

▪Provide technical support to mainstream disability in research and evaluation including in national data collection systems and surveys

▪ Progressively build the capacity of the sections and field offices on disability inclusion

To qualify as an advocate for every child you will have…

Education: Advance Degree in social science field is required.

*A first University Degree in a relevant field combined with two (2) additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience: A minimum of 8 years of professional experience in social development planning and management in related areas is required. Relevant experience of international and national level advocacy on disability issues is required.

Clearly demonstrated ability to conceptualize development issues and write quality technical reports and analytical materials is essential. Program/project development and management in a UN system agency or organization is an asset.

Language Requirements: English is required.  Knowledge of another official UN language or a local language is an asset. Knowledge of Portuguese or Spanish is an asset.
