DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.
DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.
Within DSA, RPAS works with counterparts across DOS to ensure that efforts to support client groups across the Secretariat are in line with organizational priorities and other objectives related to value for money and resource stewardship. With a focus on data-driven analysis, RPAS works with counterparts in examining major resourcing drivers and practices within the responsibilities of DOS to ensure cost-effective operational support solutions.
The Finance & Budget Officer reports directly to the Chief of Section. The Finance & Budget Officer will also work closely with the Division Director.
Responsibilities
Medium-term plan:
- Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
- Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; secures approval from the General Assembly.
- Ensure legislative mandates are accurately translated into resource plans.
Budget preparation:
- Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at headquarters and in the field, including programmatic aspects; (b) peacekeeping operations; ensure compliance with the medium-term plan and other legislative mandates.
- Provides detailed input with respect to resource requirements for budget submissions.
- Reviews, analyzes and finalizes program budget/financial implications to the Security Council statements in light of additional mandates.
- Supports the work of the Division with regard to the review of major resource requirements and development of savings measures across the Secretariat;
General
- Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures,
- Participates in inter-departmental meetings on matters related to resource requirements, programming and budgetary issues.
- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.
- Prepares background and briefing papers, as well as talking points, for the Director in preparation of meetings
- Assess implications and make recommendations to the Director on possible strategies and other measures to address issues of concern
- May plan, organize, manage and supervise the work of the Unit/Section assigned.
- Incumbent may be asked to perform other related duties.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible professional experience in finance, administration, budget, business administration or related area.
Experience working with or for high-level managers is desirable.
Experience working in a non-headquarter environment of a multinational organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
