NPA’s international work covers three core areas: Mine Action and Disarmament, Democratisation and Just distribution of power and resources and Humanitarian Action and Crises response.

Norwegian People’s Aid is seeking a Finance manager for our comprehensive development, humanitarian and mine action programme in Lebanon

NPA has been working in Lebanon since 1982. Currently, the country programme runs 17 projects with more than 100 national and international staff and a total annual budget of 100 million Norwegian kroner. NPA Lebanon has a wide range of partners within Food Security and Livelihood (FSL), Sexual and Gender based Violence (SGBV) and civil society development. The programme is also an implementer of mine action activities, including survey and clearance of Explosive Ordnance (EO). Our key donors include Norwegian Ministry of Foreign Affairs, European Commission, Japan, Swedish International Development Agency (SIDA),) and NORAD. The position is based under the NPA Department for Development and Humanitarian Cooperation (DHC).

Are you an experienced finance manager that would like to lead our professional and committed finance team, working in a highly complex but rewarding environment?

As our Finance Manager in Lebanon your main responsibilities will be:

  • To promote a leadership culture and team work within the finance team and as part of the country management team based on equality and mutual respect, reflecting NPA’s global vision of Solidarity in Action
  • Overall responsibility for NPA Lebanon’s finance management including accounting, auditing and monitoring activities
  • Support Country Director with finance overview and analysis.
  • Responsibility for implementing NPA’s practices and procedures for financial management and internal controls and for developing relevant local policies and procedures where required
  • Responsible for forecasting processes and associated monitoring and reporting
  • Maintain close cooperation with the Programme Managers and participate in planning, budgeting, budget and grant management of programmes and partner management
  • Build skills and capacity within finance, both with the national staff and partners.

To be succesfull in this role you must have:

  • Excellent leadership skills with the ability to achieve results through others
  • Relevant higher education
  • Minimum 5 years’ experience as a successful Finance Manager, with documented good result
  • Minimum 5 years international experience/field experience, preferably working in the Middle East or similar contexts
  • Experience managing multiple grants; 10-15 grants (or more) with an annual budget of 10+ million USD
  • Experience in managing multiple offices/locations
  • Experience with capacity building of staff
  • Written and verbal proficiency in English

We consider it an advantage if you also have:

  • Finance management experience in both operational and partner-based programmes
  • Proficiency in accounting
  • Experience working in contexts requiring complex banking and money transfer arrangements and compliance requirements
  • Driving Licence
  • Knowledge of Arabic

In this position we seek a structured, accurate and efficient person and strong and capable leader with the ability to organize and manage a team. The person needs to have good communication and interpersonal skills with ability to collaborate across departments and programmes. We are seeking a person with ability to work under pressure, who remain calm and flexible to handle changing and competing priorities and are able to solve problems and who is proactive towards conflict resolution.

We offer a comprehensive salary package which includes country specific allowances You will be covered by our insurance scheme. We offer five weeks annual holiday plus one additional week off for expats. NPA provides three international flights home per contract year. We offer a one-year contract with the possibility of renewal.

This position is classified as a Family Duty Station, due to Covid there might be delays.

In general, we emphasize the importance of strong health and you will need a medical «fit for duty» attestation from an NPA approved health service to take up the position.
