The Programme 

The Tithetse Nkhanza (TN) programme, is funded by the Foreign, Commonwealth & Development Office (FCDO) and delivered by a consortium of Tetra Tech International Development, Social Development Direct and Plan International. The programme runs from November 2018 to January 2025, split into an initial inception period (November 2018 to April 2019), and then a two phase implementation period. The first phase of implementation (from May 2019 to November 2022) will see the programme test intervention pilots for potential scale-up in Phase 2.

The Programme’s objective is to reduce the prevalence of violence against women and girls and improve the justice system for women and girls living with violence in Malawi. It will do this by achieving the following Outcomes:

  • Formal and informal justice services and local institutions are accessible, responsive and accountable to women and children’s needs;
  • People in target areas are less tolerant of violence and are more supportive of survivors;
  • Individuals use non-violent means to settle disputes and avoid harmful practices, and seek support if they experience violence.

The programme will achieve these outcomes working through the following Outputs:

  • Output 1: Formal and informal justice services have capacity and knowledge to handle VAWG cases in line with protocols and laws.
  • Output 2: Men and women duty bearers have the knowledge, skills and attitudes to prevent and respond to VAWG.
  • Output 3: Local level mechanisms in place in target areas to support VAWG survivors to access justice and related support services.
  • Output 4: Men and women, boys and girls have the knowledge, skills and attitudes to prevent and respond to VAWG.

Across all outputs, the programme will ensure adherence to the principles of gender transformation, engaging men and boys, ensuring no-one is left behind and sustainability. The programme will ensure interventions are guided by the operating environment, and that the programme adapts as the context changes or learning produces evidence to guide a more effective response. Taking a politically savvy and contextually aware approach will be critical to this.

The programme will work at the national level in Malawi, and the district level in, initially, three locations: Lilongwe, Karonga and Mangochi. Specific target areas will be defined during programme inception. Based on learnings in Phase One, the programme will likely scale up to other districts and areas in Phase Two.

The Position 

Objectives

The Finance Officer will work closely with the Finance and Operations Manager, Programme Manager and programme team, helping to maintain efficient, transparent and responsive finance and operational systems. They will be responsible for supporting cash flow management, financial reporting, record keeping and disbursements. The Finance Officer will report to the Finance and Operations Manager.

Specific Responsibilities

  • Supports the Finance and Operations Manager in processing payments and acquittals; petty cash management; posting payments in Quickbooks; cash flow forecasting.
  • Drafts financial documentation in line with the Programme and Operations Manual to facilitate authorisation process, including preparing and uploading payment vouchers and uploading transactions to the banking platform for approvals ensuring accuracy.
  • Responsible for the programme’s asset management and maintaining the asset register.
  • Supports the Finance and Operations Manager in gathering quotations, quotation bid analysis and ensures procurement is done in accordance to Tetra Tech standard operating procedures, and is appropriately documented.
  • Ensure that all financial records are properly organised and periodically filed.
  • Supports oversight of financial reporting from district offices.
  • Management of project vehicle fuel for local running and during field trips.

General Responsibilities

  • Adhere to Tetra Tech’s Code of Conduct, and all Tetra Tech policies, including Bribery, Corruption and Whistleblowing, and Safeguarding.
  • Adhere to Tetra Tech’s Duty of Care processes and follow all duty of care related advice from Tetra Tech Project Management, and Tetra Tech Head of Risk and Security.
  • Submit timesheets on a weekly basis in line with work undertaken.
  • Follow programme processes, including financial and human resources processes, as articulated in the Programme Operations Manual.
  • Support programme reporting as requested by the Programme Leadership (Programme Director, Team Leader, Deputy Team Leader or Programme Manager).
  • Submit any technical outputs for review by the Programme Leadership before client submission, in accordance with Tetra Tech’s quality assurance procedures.
  • Carry out all other reasonable duties that are necessary to deliver the project on time and in accordance with client expectations, and as requested by the Programme Director or Team Leader.
  • Submit all technical outputs for peer review prior to client submission.

Person Specifications

Essential

  • A university degree (or equivalent) in accounting or financial management.
  • At least three years accounting/finance work experience.
  • Strong accounting, finance and administration skills.
  • Experience supporting preparation of financial reports.
  • Experience supporting management and reconciliation of multi-country and multi-currency finances.
  • Excellent written and verbal English communication skills, and demonstrable experience of working with finance and non-finance staff.
  • Strong Microsoft office skills, particularly Excel.
  • Extremely high level of integrity and commitment to women’s rights and tackling violence against women and girls.

Desirable

  • Experience working on UK donor (FCDO) funded projects.
  • Full or part qualified accountant.
  • Experience working with QuickBooks.
