Cufa has been developing community access to affordable financial services in the Asia Pacific region for nearly 50 years, working cooperatively at grass-roots through to government levels, building capacity in emerging financial cooperative movements to create sustainability, improve lives, and relieve poverty.

Cufa is seeking a Myanmar National for Finance Officers for a 4.5 year project to be based in EITHER Ayeyarwady Region, Chin State, Sagaing State (North), Sagaing State (South) OR Thanintharyi Region.

Assigned tasks:

The Finance Officer will train and supervise a team of project officers in disbursement of project funds, and ensure that financial management of the project is performed diligently, on time, and complies with the Project operations and finance manuals.

The Finance Officers will:

  • Provide technical assistance in project accounting, day-to-day financial management, maintenance of financial records, budget category assignment, and preparation of project financial statements;
  • Support in the approval of funding requests to Union level;
  • Support in the oversight of bank withdrawals by VTFSC;
  • Support in the review of monthly financial reports submitted;
  • Support in the preparation of monthly financial reports for submission to the Union project secretariat;
  • Provide on-the-job financial management training to project staff
  • Provide training in accounting and bookkeeping for project staff and beneficiaries
  • Support in reviewing annual submission of supporting documentation and filling in accordance with project guidelines;
  • Support in the day-to-day administration, filing, record keeping, and archiving of all documents related to project’s administration and all finance documents;
  • Support in managing the operational costs of the project on the day-to-day basis;
  • Support in establishing inventories and inventory controls;
  • Provide support during financial audits and bank implementation support missions; and
  • Overall responsibility for checking that timesheets, leave records, expense and fund requests of the staff are accurate.

Selection criteria:

  • Bachelor’s degree in Business or Accounting, or diploma in Accounting;
  • 5 years of accounting and financial management experience;
  • Advanced proficiency in MS Excel;
  • Experience in human resource management would be an advantage;
  • Familiar with the language and/or dialect used by ethnic groups in the assigned township could be an advantage;
  • Experience delivering training to staff and community members would be an advantage;
  • Experience of staff management is preferred; and
  • Experience with foreign assisted projects is an advantage.
