Finance Specialist (Energy)

Overview

The position is assigned in the Energy Division (CWEN) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. CWEN provides loans, grants, and technical assistance projects for energy infrastructure development and sector reform in the Central and West Asia region. CWEN also develops strategic regional plans for energy and trade facilitation infrastructure and policy directions.

Job Purpose

The Finance Specialist (Energy) identifies, develops, implements and administers loans, grants and technical assistance (TA) projects, and non-lending products and services (NLPS) in the energy sector, particularly focusing on the financial and economic aspects of such products and services. Contribute in developing operational strategies and programs in the energy sector in the Developing Member Countries (DMCs) of the CWRD. Work within a framework of broad policies, principles and goals, working directly with clients, with supervision for critical tasks. The incumbent will report to Director, CWEN and will supervise administrative staff and national staff as may be assigned.

Responsibilities

• Provide information and analyses towards the development of strategies for the energy sector in DMCs in consultation with relevant government agencies and Resident Missions (RMs), by identifying opportunities for ADB support in the energy sector in the region and integrating ADB’s policies and guidelines in the design and implementation of energy sector projects.
• Participate in country programming activities and ADB’s subregional activities regarding the energy sector and ensure that operational strategies and programs for the sector are adequately reflected in the resulting country/regional programming documents.
• Contribute information and analyses by conducting detailed financial review of the sustainability of the energy sector agencies and recommend suitable financial restructuring and reform strategies.
• Participates in developing projects, TAs, sector works in the energy sector and undertake activities for the administration of sector and program loan and TA projects, including recruitment and management of large teams of consultants.
• Propose appropriate and innovative financing instruments, mobilize cofinancing resources and promote best practices and latest approaches on public private partnership design and quality assurance for large energy sector projects.
• Participates in processing loans and TAs in areas requiring policy, institutional and operational reforms, cross-border infrastructure projects, and risks analysis.
• Prepare financial models of Executing Agencies (EA). Review and analyze past and current financial performance of EAs and evaluate their management accounting and financial control policies, practices, systems, and procedures.
• Evaluate the financial viability of projects proposed for ADB financing and assess the impact of the projects on the EA’s future financial performance including risk analysis, cost recovery, tariff, and affordability issues.
• Recommend appropriate loan covenants and action plans for the management and financial strengthening of the EAs.
• Monitor the financial performance of the project and EAs through analysis of the project accounts, financial statements, and audit reports during project implementation.
• Participate in and contribute to internal and external training and conferences on the energy sector and other activities for advocacy, dissemination and knowledge building.
• Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance and ensure the on-going learning and development of reporting staff.

Qualifications

Relevant Experience & Requirements

• Master’s degree, or equivalent, in Engineering, Finance, Economics, Business Administration, Social Sciences or relevant fields preferably with specialization in financing the energy sector. In lieu of such energy sector specialization, extensive energy sector work experience with exposure to commercial and/or public finance projects may be considered University degree in Engineering, Finance, Economics, Business Administration, Social Sciences or relevant fields and at least 5 years specialized experience relevant to the position can be considered.
• Minimum of 8 years of relevant professional experience in the energy sector preferably in areas of commercial and/or public finance projects. Strong experience in enterprise restructuring, financial structuring of public-private partnership transactions, financial modeling and financial analysis of energy utilities would be an advantage. International experience working in several countries
• Strong analytical, interpersonal and cross-cultural skills to liaise effectively with DMC government officials, staff and management of executing agencies, representatives of civil societies, and other agencies concerned.
• Excellent written and verbal communication skills in English is required

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
