Level: Officer Classification: LE-O1 Location: Embassy of Canada in the Philippines Closing date for applications: 04-04-2021 at 23:59 UTC/GMT Summary of position: Under the direction of the Common Service Delivery Point (CSDP) Finance Section Manager (FSM) the incumbent oversees the banking and account receivable activities, and performs key financial control activities at the CSDP. The incumbent will be responsible for the daily supervision of the Banking and Accounts Receivable Team, including establishing work objectives, assigning and monitoring work and conducting performance management assessments. The incumbent also plays a key regional role by implementing new policies and procedures at the CSDP, planning and delivering training sessions on financial systems, policies and procedures to client missions, and examining and certifying accounts. Furthermore, the incumbent will be responsible to coordinate the implementation of special initiatives or pilot projects, conducting special analysis of more complex and/or sensitive financial records, providing advice and guidance to CSDP staff and client missions on complex financial transactions and policy enquiries, drafting replies to auditor’s observations and correspondence to Headquarters, client missions, employees and local firms. Essential qualifications: ESSENTIAL QUALIFICATIONS Candidates will be initially screened against the Essential Qualifications relating to education, experience and language. Education: • Bachelor’s degree from a recognized university with a major in a discipline related to the job requirements (e.g. finance, accounting, business administration, etc.) or a professional accounting designation. Language: • High proficiency in English, both written and spoken. Experience: • Minimum 3 years of recent* experience in a government or private sector company in accounting, audit, finance or a related discipline. • Experience providing financial and accounting advice and guidance to a diverse client base. • Experience in managing financial transactions with exchange rate implications. • Experience working with a large enterprise resource planning (ERP) software. *Recent is defined as within the last 5 years. RATED REQUIREMENTS The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of the principles and financial management practices in the public sector. • Methods and techniques associated with financial analyses, data manipulation, projection, and planning, budgeting and reporting techniques. • Knowledge of the principles and concepts relating to cost/benefit/risk analyses and modern comptrollership. Abilities: • Manage staff within a cooperative team approach (manage workload, motivation, performance assessment, advice and feedback) • Interpret, apply and advise on financial policies and controls • Critical thinking, conduct research, analyze information and provide strategic advice. • Manage multiple priorities with tight deadlines. • Effective communication (both written and verbal) and strong presentation skills. Asset Qualifications: Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and résumé. • Experience working for a diplomatic mission or international company/organization. • Experience working for the Government of Canada in a financial capacity. • Experience working with SAP. • Ability to communicate in French. Organizational Needs: Operational Requirements: • Must be willing to travel within The Philippines and internationally; and • Must be available for occasional duties outside normal working hours (i.e. evenings and weekends). Condition(s) of Employment: The successful candidate must: • Have a valid “Reliability Status”, security check is required prior to appointment as well as a local police clearance certification and medical examination. The required level of security clearance must be maintained throughout the employment period. • Have the ability to maintain a valid working authorization in the Philippines for the duration of the employment term. If applicable, proof of Visa is required.
