This position is based in the Field, travelling from mission to mission

Context

The Operational Centre Geneva (OCG) entered in a 4 years strategic plan (2020-2023) based on some key principles that aim to guide our medico-operational interventions, while highlighting some strategic choices on which MSF OCG will have a specific focus.

The Supply Unit will adapt to this strategy and focus on emergencies, regulatory affairs (import, custom), Supply Chain efficiency, organisational evolution and planetary health to align investment and outcomes of all strategic priorities.**

Mission

The Flying Supply Referents is the first line support to field team for all subject related to Supply

The main priority will be to assess the missions in depth to identify gap within the MSF Supply Chain standard and competencies. Define along with the missions and the HQ an action plan to support improvement of the country Supply Chain. Providing recommendations, implementation support on strategies, policies and training adapted to the evolution of their needs and the policies of intervention defined by the department of the operations.

The Flying Supply Referents will ensure the Mission Supply Strategy is adapted to answer to the operational stakes and the social mission priorities.

Main responsibilities

· Ensure Mission Supply Chain strategy are adapted to the mission operations and context

· Assess the Supply Chain Management to define the needed support strategy

· Facilitate the communication between the missions, cells and the Supply Chain Unit

· Train, coach and support the missions Supply Chain stakeholders

· Support emergencies

Supply Chain Strategy

· Support the DCSC / ADCSC in the Assessment, adaptation and improvement of the Supply Chain Strategy and related objectives and deployment timing on regular basis.

· Link with the Supply Chain Unit to understand the operational and social mission priorities and challenges and ensure the Mission Supply Chain Strategy and related budget are adapted to it.

· Provide an effective and efficient support on med/log stock management under supply responsibilities.

· Provide an effective and efficient support on all importation challenges and ensure contingency plans are in place

· Provide an effective and efficient support on planning, chronogram (local and international) implementation for med and log distribution and procurement

· Provide an effective and efficient support on procurement strategy (local vs regional vs international) with support on needed market assessment

· Provide an effective and efficient support on resources (HR, warehouse,…)

Support the mission Supply team (DCSC / ADCSC / PSCM)

· Definition of the supply activity chronogramme in order to garanty the operation’s needs fullfilment.

· Proper use of standardized tools and techniques of management and information (software, workflow, monitoring, tracking) and the good practices in all macro processes with the support of the Supply Chain Unit.

· Definition of a proper functioning supply chain for medicines and medical equipment (procedures etc.), in collaboration with the Medical and Logistics coordinators and their teams.

· Definition and evaluation of the Supply HR needs link with supply activities, including HR setup, trainings, Market Assessment and development of the supply chain teams in line with the objectives of the project.

· Coaching and training of the supply teams

· Performing project visits to ensure understanding of procedures, application of recommendations and assistance in resolving problems encountered by teams.

· Support on the mutualisation and intersection initiatives

Reporting

· Feedbacks on Mission Supply monthly report

· Produce visit report and recommendation after each visit and share it with the Supply Chain Unit for validation before sharing with missions and cells

Your Profile

Education

· University degree in Supply Chain Management or supply area or equivalent professional qualification/ certification an advantage

· Training qualification an advantage

Experience

· 2 years MSF field experience in supply management or supervisory position mandatory

· Strong experience in MSF emergencies an advantage

Languages

· Working knowledge of English and French essential

Terms of Employment

· Field-based position with possible visits to HQ in Geneva.

· Practical working conditions while in the field are as per the MSF OCG volunteer handbook.

· Fixed-term contract of 12 months with an occupancy of 100%

· Ideal starting date: December 1st, 2021

· Gross monthly salary: CHF 5’500.- for 100% position (proportional to occupancy rate)

· Social Benefits: Health insurance and living costs in the countries of intervention and at HQ, paid according to internal regulations.
