Description of Organization: The Center for Democracy, Human Rights, and Governance (DRG Center), within USAID’s Bureau for Development, Democracy, and Innovation (DDI), provides technical advice and support to USAID Missions implementing programs in democracy, human rights, and governance (DRG); generates and disseminates knowledge to build the DRG evidence base; and elevates the role of DRG in key USAID, U.S. Government, and multilateral strategies. The DRG Center also integrates DRG into other sectoral programming.
Both positions will serve on the DRG Center’s Democratic Elections and Political Processes (DEPP) Team, and report to the DEPP GS-15 Supervisory Team Lead. The DEPP Team provides technical leadership, training, and support to USAID field Missions and Regional Bureaus engaged in programs designed to build more transparent and accountable political and electoral institutions. The team also oversees DRG Center managed contracts and grants that provide technical assistance globally to USAID field Missions and Regional Bureaus. DEPP devotes a majority of its human resources to supporting USAID Missions and Regional Bureaus with the design, implementation, and evaluation of elections, political transitions, and political processes programs. DEPP is also responsible for ensuring that cutting-edge research, program design, and implementation fosters best practices, lessons learned, and improved policies in DEPP programming around the world. The functions of the DDI Bureau and DRG Center are described in USAID’s Automated Directives System (ADS) ADS 101.

Qualifications:
- Must be a U.S. citizen;
- Must be able to obtain and maintain a Top Secret-level security clearance;
- A degree in a relevant DRG area of study plus relevant work experience in elections and political processes is highly desired;
- One year of specialized experience equivalent to the next lower grade level of this position, FSL-03 (GS-13 equivalent) is required;
- Experience working collaboratively and communicating effectively with assistance providers (such as USAID or other donors) and local and international organizations preferred;
- Expert knowledge of democracy, human rights, and governance assistance programming and approaches in developing country contexts;
- Demonstrated strong writing, organizational, and interpersonal skills;
- A proficiency in any foreign language (beyond English) preferred;
- Must be able to travel internationally, once COVID-19 related travel protocols permit; and
- Commitment to Diversity, Equity, Inclusion, and Accessibility (DEIA) leadership best practices in the workplace as well as democratic principles (participation, inclusion, transparency, accountability, nondiscrimination) in programming.
