Description of Organization:  The Local, Faith, and Transformative Partnerships Hub (LFT) supports Missions to engage non-traditional partners to achieve sustainable development goals.  This includes:  minority serving institutions, faith-based organizations, American schools and hospitals, cooperatives, new partners, and local actors.

Description of Position:  The Faith, Volunteerism, Diaspora and Foundations Engagement (FVDF) Initiative Lead sits within the Partnership Initiatives Lead (PIL) team of DDI/LFT and will provide technical and strategic direction to LFT staff working on FVDF engagement issues, activities, and Mission support services.  This position will lead LFT’s integrated engagement with a wide range of associations and organizations.  This includes traditional and non-traditional partners, and faith-based and secular organizations—both those that receive USAID awards and strategic partners whose resources USAID leverages to achieve shared assistance objectives.  The incumbent will lead the ongoing efforts to promote USAID’s engagement with faith-based and volunteer organizations and integrate faith and volunteer efforts into USAID activities, working directly with the other interagency Centers for Faith-Based and Neighborhood Partnerships coordinated by the White House.  The FVDF lead will seek to strengthen USAID’s ability to engage with local foundations and charitable organizations, and support missions to strengthen the philanthropic ecosystems.  The FVDF lead will engage the diaspora communities and support Missions to engage with diaspora actors and design activities that engage diaspora and leverage diaspora resources.  In addition, the incumbent may serve as a Contract/Agreement Officer’s Representative (COR/AOR).

The FVDF lead will report directly to the PIL Deputy Director and work closely with the Director of the LFT Hub to advance engagement and utilization of faith based organizations, volunteer organizations, diaspora groups and foundations.  These efforts may include:

  • Serve as an Agency specialist on the roles of faith-based and volunteer organizations, diaspora groups, and foundations seeking to do business or partner with USAID;
  • Seek out opportunities for synergies between LFT Hub initiatives and promote non-traditional partnerships and the specific roles that faith-based actors, volunteer and diaspora groups and foundations play in those partnerships;
  • Oversee the development of policy and technical guidance for USAID staff and implementing partners on faith-based engagement;
  • Provide day-to-day supervisory support and mentorship to staff, as well as working with LFT Hub leadership define staffing and budget needs; and
  • Provide technical support for Missions to enhance partner engagement.

Qualifications:

  • Must be a U.S. citizen eligible to obtain and maintain a Secret security clearance.
  • Must have one year of specialized experience equivalent to the next lower grade level (FS-03) of this position.  Examples of specialized experience include: 
    • Demonstrated ability to liaise with new partners, the domestic and international faith-based communities, diaspora groups, volunteer organizations, etc.
    • Leveraging external funding sources for shared development and humanitarian objectives, including private corporations and foundations. 
    • Engaging and advising senior level management, USAID Missions, and external stakeholders.
    • Leading and managing diverse teams to integrate contributions from technical experts across operating units and sectors to achieve accountability and results.
    • Familiarity with Federal acquisition and assistance principles and management.
    • Strong written and oral communication skills.
