Description of Organization: The Bureau for Development, Democracy and Innovation seeks a qualified, motivated professional to serve as a Natural Resources Officer in the Biodiversity Division in the Center for Environment, Energy and Infrastructure. The Biodiversity Division leads the Agency’s $320 million biodiversity conservation portfolio and implements the USAID Biodiversity Policy.

The Bureau for Development, Democracy and Innovation seeks a qualified, motivated professional to serve as a Natural Resources Officer in the Biodiversity Division in the Center for Environment, Energy and Infrastructure. The Biodiversity Division leads the Agency’s $320 million biodiversity conservation portfolio and implements the USAID Biodiversity Policy. The primary focus of the Division is supporting and strengthening the effectiveness of USAID’s conservation programming, and supporting the integration of biodiversity conservation with other development outcomes such as food security, climate change mitigation and adaptation; health; governance; and economic growth. The Division combats threats from conservation crimes, including wildlife trafficking, illegal logging, and illegal fishing, and addresses associated issues such as corruption and supply chain traceability. Additional focal areas include donor and multilateral policy and program coordination, private sector engagement, and engaging on emerging issues in conservation.
The Division is particularly seeking expertise in conservation issues such as climate-smart/resilient biodiversity conservation, innovative financing approaches for conservation, and combating conservation crime. However, applicants with other relevant conservation expertise are also encouraged to apply. The Division is also seeking strong communication expertise and writing skills to support its role in leading communication and knowledge management for biodiversity conservation in the Agency.
The Natural Resources Officer will help USAID Missions with strategic planning, lead evidence-based program and activity design, manage activities, and engage in policy discussions. The Officer will provide expert guidance and best practices to USAID Missions in conservation, integration of biodiversity with other development outcomes, and adaptive management of conservation activities. They will lead key aspects of the Division portfolio in a dynamic work environment with outstanding colleagues.
The requirements for the position are as follows:
- Must be a U.S. citizen (if citizenship is not stated – application will not be considered);
- Relevant academic, professional, and technical experience in the area of international biodiversity conservation and adaptive management;
- Experience with integrating biodiversity conservation and climate change approaches, innovative financing approaches for conservation, combating conservation crime or other relevant conservation implementation expertise;
- Activity/program management experience and process leadership in international conservation;
- Strong communication expertise and skills, including experience with messaging, drafting briefing papers, talking points, and fact sheets concisely and in a short-time frame; and
- Must be able to obtain and maintain a Secret-level security clearance.
