Description of Organization: The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches into the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Innovation, Technology, and Research (ITR) Hub leads USAID’s work in expanding the identification, experimentation, exploration, and integration of innovative technologies, processes, and practices that amplify the success of USAID’s programming. The functions of the Bureau and Hubs are described in ADS 101.

Description of Position: This position is in ITR’s Technology Division, on the Knowledge and Insights team, but the incumbent will support all of the teams in the Division in overseeing their Monitoring, Evaluation and Learning (MEL) Activities, with the following primary areas of responsibilities:
- Develop and implement a Division-wide MEL strategy that takes into account the USAID Digital Strategy Results Framework and MEL Plan
- Provide technical advisory to ITR/T teams and MEL POCs and build their capacity to effectively conduct MEL
- Liaise with Agency Partners (i.e., DDI Bureau, USAID Missions, and the broader Agency) around best practices and approaches to MEL programming
In coordination with DDI’s Program Office, the incumbent will also serve as the lead representative on all MEL functions to the ITR Hub as it relates to routine data collection (i.e., quarterly results reporting, including ALC and PPR indicator reporting) and data quality assessments (i.e., conducting annual DQAs and maintenance of data inputs and results in DevResults).
Qualifications:
- Must be a U.S. citizen.
- You must have one year of specialized experience equivalent to the next lower grade level FSL03 of this position. Examples of specialized experience include:
- Designing and implementing research and program monitoring and evaluations for foreign assistance programs.
- Developing and implementing performance management plans, including the development of indicators, baselines, and targets.
- Conducting data checks and data quality assessments (DQA).
- Collecting and analyzing quantitative and qualitative M&E data and communicating (both written and orally) M&E findings and recommendations.
- Developing and facilitating workshops, trainings, and capacity-building sessions based on experiential and adult learning theory and principles.
- Must be eligible to obtain and maintain a Secret level security clearance.
