Description of Organization:  USAID, through its Bureau for Europe and Eurasia, is assisting Central Europe and countries of the former Soviet Union in making the transition from centralized authoritarian control to be self-reliant sovereign nations governed through the rule of law, on the basis of democratic principles, and with a free market economic system.  The country desks are the primary points of contact for all USAID development assistance matters for 8 bilateral field Missions and 4 Representative Offices.  Principal responsibilities of the Office include supporting these Missions and offices with respect to their programs and other aspects of their operations; and strategic thinking, coordination, and support for policymaking across the region.  In carrying out its responsibilities, the Office is guided by program, budget, and legislative policies established by the Agency and E&E Bureau management.  The Office provides additional guidance to management on the strategy and programs of the countries in its area.
 
Description of Position:  This position is located in the Bureau for Europe and Eurasia (E&E), Office of European and Eurasian Country Affairs (E&E/EECA).  The incumbent would serve as a Country Desk Officer (CDO) as part of a two-person team on the South Caucasus (Armenia, Azerbaijan, and Georgia) or another portfolio according to office needs.  This is a tremendous opportunity to gain experience in the interagency process for a region dealing with post-conflict, democratic reform, and significant foreign malign influence issues.  The incumbent would be working on issues at the forefront of many high-profile global policy issues and with significant interest from leadership in the Executive and Legislative branches.  The incumbent represents and advocates for the interests of the field mission(s) in Washington, within USAID, with other USG agencies and external stakeholders including Congress, advocacy groups, and diaspora communities.  The incumbent uses a familiarity with the political, economic, and development context, and understands and can represent the impact of policies, strategies and programs on social-economic development for the portfolio.  The incumbent develops and maintains professional relationships with other USAID Bureaus, with other U.S. Government agencies involved in the portfolio, and with key external stakeholders.  Internally, the desk officer is a key Bureau communication link and liaison with field missions in areas such as development policy, strategic planning, budget preparation, and program reviews.  The incumbent works with the mission to determine the feasibility of resource requests and provides policy guidance in view of regional/area strategies, policies, goals, and program criteria.  The incumbent makes recommendations to Bureau management for appropriate action.  The incumbent oversees the production of country briefing materials and provides presentations on programs in the countries of assignment.

Qualifications:

 

  • Must be a U.S. citizen.
  • One year of specialized experience at a level of difficulty and responsibility equivalent to the FSL-04 level in the Federal service.  One year of experience refers to full-time work; part-time work is considered on a prorated basis.
  • Excellent written and verbal communications skills with technical and non-technical audiences are essential.  Must be detail and deadline oriented and well-organized.
  • Able to coordinate effectively with other Units, Offices, and Bureaus of USAID on matters involving the countries of responsibility.
  • Able to engage effectively with relevant members of the USG interagency (State, Embassies, NSC, DOD, USTR, DOE, etc.) on matters of policy, budget, and communication on matters related to the countries of responsibility.  Able to represent USAID’s interests and positions in meetings with same interagency members.
  • Must be eligible to obtain and maintain a Secret security clearance.
