Description of Organization: This position is located in the United States Agency for International Development (USAID), Bureau for Development, Democracy and Innovation (DDI). DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact. The organizational functions of the Bureau are described in ADS 101.
The position sits in the DDI Program Office’s Learning and Knowledge Management Team (DDI/PO/LKM). DDI/PO/LKM provides high-quality, customer-focused Knowledge Management (KM), Monitoring, Evaluation, and Learning (MEL) and Policy, Risk, and Compliance (PRC) services to DDI and other USAID Operating Units. The team ensures that DDI provides consistent, high-quality support and data to the Agency (Washington Regional and Pillar Bureaus and Missions). This team provides technical support to key Agency systems and the Agency Approach to Field Service (AAFS) and regularly disseminates updates to the DDI Bureau. This team acts in the liaison role between PPL, Washington MEL working groups, M Bureau and DDI Hubs/Centers to capture and share best practices and tools, and coordinates and advises on many annual processes.
The team establishes, manages and oversees the implementation of DDI MEL processes and systems. The team proactively coordinates with PPL to ensure that the MEL activities implemented in DDI meet agency requirements. The LKM team builds capacity for high-quality, strategic MEL within the Bureau by providing guidance and technical assistance for Centers/Hubs/teams to meet MEL guidelines. This team ensures that DDI and Agency programming and policy-making are better informed by evidence. This may be done by supporting processes from the outset to yield rigorous evidence at all stages of the Program Cycle.

Description of Position: The Senior Monitoring and Evaluation Specialist advances technical leadership through research, sector analyses and impact evaluations. The Specialist originates and establishes new monitoring approaches, research agendas, analytical designs and investigative techniques and develops new ways to measure program accomplishments, results and effectiveness. The Specialist integrates results of studies and analyses into comprehensive technical briefings, reports and technical papers. The Specialist consults program managers in DDI and offers technical advice and assistance across the Bureau on a range of monitoring and evaluation topics. The Specialist will lead key elements of the LKM/MEL Portfolio, including maintenance of agency and program systems, in a dynamic work environment with outstanding colleagues.
Qualifications:
- Must be a U.S. citizen.
- You must have one year of specialized experience equivalent to the next lower grade level FSL-03 of this position. Examples of specialized experience include:
- Relevant academic, professional, and technical experience in designing and executing complex, multi-year project and impact evaluations;
- Experience managing multi-year, multi-sector awards;
- Expert oral and written communication skills, including the ability to translate and articulate Agency priorities and policy as they relate to the monitoring and evaluating of E3 activities; and
- Ability to deftly manage multiple long-term deadlines with urgent taskers and priorities.
- Must be eligible to obtain and maintain a Secret security clearance.
