CARE International in Jordan has a vacancy for the post of GBV Program Manager:
JOB SUMMARY:
Guided by CARE’s Gender Empowerment Framework, the GBV Program Manager will lead CARE Jordan’s interventions aiming to achieve gender equality, and transform the protection environment for survivors. The Program Manager will lead the design, implementation, monitoring and evaluation of interventions that build the agency of vulnerable individuals, so that they understand their rights and how to defend them; change relations within communities so that men and boys, women and girls reject GBV; and transform structures so that laws, policies and response services provide equitable, and dignified access to accountable GBV response services.
The GBV Manager is responsible for the adaptation and alignment of projects and activities with CARE’s vision, goals, program principles, standards, approaches and Strategic Plan, CARE International Humanitarian Strategy, and humanitarian standards (SPHERE, Good Enough Approach, IASC Gender Guidelines, etc.) and respond to the needs of refugee and Jordanian populations. The Program Manager is to ensure overall efficiency and effectiveness of the program management, delivery and accomplishment of program goals and objectives.
Having Gender Equality (GE) and Gender Based Violence (GBV) experience, (S)He will develop and nurture relationships and partnerships with local authorities, NGOs and other agencies, to promote and mainstream GE and GBV Protective principles.
In addition, the GBV Program Manager will lead development of bottom up approaches that harness civic engagement and involve communities in identifying and addressing challenges within their communities. This includes CARE Jordan’s existing Youth Committees and Women Leadership Councils.
The GBV Program Manager will supervise a team of project managers and project officers responsible for the implementation of projects and related activities as well as the coordination with other CARE Jordan programs to ensure GBV prevention is mainstreamed across all areas of operations.
RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Staff Performance Management, Learning & Development
- Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
- Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented periodical performance reviews.
- Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
- Adhere to and act in accordance with the CARE HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
- Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs.
- Draft project study and assessment reports to ensure program are well-grounded and based on participatory input from field staff, partners, service providers and Program participants.

Job Responsibility #2: Technical Quality, Program Development & Strategy
- Contribute to the development of CARE’s strategy for GBV prevention and response.
- Ensure all programs/projects are at a minimum gender responsive, and as much as possible gender transformative
- Ensure project/programs engage men and boys as agents of change
- Develop strategies for amplifying women’s voice through civic engagement.
- Actively pursue and contribute to new business development opportunities on GBV component in the country.
- Ensure that key protection principles and key gender, age and disability principles are mainstreamed into the program design.
- Provide input into the design of targeting, beneficiary identification and selection approaches, and distributions to ensure processes are fair, accountable and transparent for program participants and different stakeholders.
- Develop and enhance GBV tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) and innovations, based on CARE’s global standards.
- Lead the assessment of needs and determine geographic and thematic focus of interventions.

Actively lead in developing and implementing assessments for GBV programming to identify opportunities to develop, expand, and improve the project.

Develop and regularly test theories of change and impact statements for CARE’s impact populations.

Job Responsibility #3: Direct Program Management
- Prepare detailed program activity, procurement and spending plans well in advance of program activities to ensure strong cross-departmental coordination, particularly with Program Support and Program Quality and Impact.
- Prepare donor’s monthly, quarterly and annual reports for the program in coordination with projects managers and PQ team.
- Further promote knowledge management by drafting or finalizing GBV documents and reports.
- Provide orientation and trainings to all relevant staff and targeted stakeholders.
- Ensure exchange of knowledge, information, experiences or lessons learned.
- Provides solid technical recommendations on major program directions and on introduction of new initiatives.
- Strengthen partnership with the stakeholders, including knowledge institutions.

Job Responsibility #4: Representation & Coordination Partnership and advocacy

Engage with and represent CARE in the relevant local and regional forums and coordination working groups such as (Community Engagement WG, UN, Governmental, NGO, INGOs, CARE MENA structure and refugee communities/committees/representatives). Ensure ongoing relations with all Government Ministries, Departments and offices through regular visits, and keeping them informed of CARE’s GBV programs and interventions.

Disseminate results and learnings from CARE’s programming amongst donors, Government of Jordan and peer stakeholders.

Pro-actively, liaise with other agencies to identify needs and gaps in implementation areas and prevent overlap and duplication of services, share learning and challenges, and ensure harmonization on core project details when required.

During emergency contexts, may provide technical coordination, support and advocacy with the country specific clusters, working groups and other relevant stakeholders and technical agencies.

Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.

Engage in communication with other GBV staff across all CARE’s programs to ensure consistent information sharing and collaboration across CARE’s Urban and Camp Programs.

QUALIFICATIONS
- Education / Training
Required:
- Master’s degree in a relevant field (Community and Civic Engagement, Social Science, Public Administration, Business Administration, Developmental Studies, Gender Studies, or other relevant fields)
Desired:

PhD’s degree in Social Sciences, Project Management, Development studies or other related fields or combination of relevant GBV and experience relevant to the job.

At least 5-7 years of experience in a similar management role

Field experience in multiple countries in Jordan and the region preferred.

Strong analytical and conceptual skills in humanitarian programming, assessing Civic Engagement and Gender in Emergencies (GiE), response analysis, and program design.

Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
