The Opportunity
The Gender Advisor will provide both technical support and strategic leadership to ensure the humanitarian response identifies and addresses gender inequality and all its manifestations (including GBV). They will lead on the systematic integration of gender equality into strategic, technical and operational processes to meet Save the Children’s quality standard for our humanitarian programming to be gender-sensitive at a minimum. The post holder will work with all sectors to mainstream gender and mitigate GBV across the programme cycle. In addition, they will regularly consult women, girls, men and boys to identify targeted gender equality and GBV interventions and support existing sectors to protect and empower girls. The role will have a strong capacity building focus to mentor and coach Gender Focal Points and Gender Staff.
KEY AREAS OF ACCOUNTABILITY:
Lead on systematic integration of gender equality into strategic, technical and operational processes
• Input into and review programme strategies, sectoral plans, emergency preparedness and contingency plans ensuring integration of Gender and GBV (inc. PSEA) considerations;
• Represent the CO in organisation-wide gender equality processes and platforms to share learning with others
• Actively participate in and provide technical support to the internal Gender Committee
• Provide capacity building (training, coaching and mentoring) to the Gender Focal Points, Gender Coordinator and Gender Specialist
Provide technical advice to existing sectors to mainstream gender and mitigate gender-based violence
• Train and mentor Save the Children staff and partners on Gender and GBV, specifically on the SCI Humanitarian Gender Equality Marker, the SCI Humanitarian Gender and GBV Minimum Actions, the IASC GBV Guidelines and IASC Gender Handbook;
• Develop a Country Office-wide Gender Action Plan (with accompanying accountability mechanisms);
• Lead on conducting gender analysis and integrate findings into programme design and Monitoring, Evaluation, Accountability and Learning (MEAL) framework and tools. Where possible, engage in inter-agency gender analysis to avoid duplication;
• Provide technical support to design and implement gender-sensitive programmes;
• Research and remain aware of updated knowledge on gender considerations and risk mitigation for humanitarian interventions;
• Work with MEAL colleagues to integrate gender equality and GBV considerations into MEAL processes including the assessment tools, gender equality specific indicators and quality benchmarks;
• Ensure all proposals and concept notes use the (Humanitarian) Gender Equality Marker and are scored accordingly;
• Review/develop PSEA communications and reporting mechanisms and ensure they are appropriate, well-resourced and understood by all staff and communities;
• Support the systematic integration of gender equality considerations in all recruitments;
• Work with MEAL and sector Technical Advisors to design and rigorously document learning. Ensure learning is disseminated widely internally and externally.
Design gender equality and gender-based violence targeted interventions
• Support the design of targeted gender equality interventions with a specific emphasis on girls’ protection and empowerment;
• Support the identification and development of strategic partnerships with women’s rights, girls’ rights, gender equality and GBV organisations;
• Support integration of GBV response within Child Protection and Health sectors: including providing oversight and quality control for relevant training to be cascaded by deployable staff to Child Protection (on CCS) and Health (on CMR), and advocating for necessary resources to ensure quality control for survivor-centred approaches and practices for the implementation of CMR and Case Management
Engage in advocacy to address gender inequality & gender-based violence
• Represent Save the Children in relevant humanitarian coordination platforms, including within the cluster system;
• Coordinate with peer organisations and women’s rights organisations to identify gaps and develop advocacy messages to influence the response;
• Design and support initiatives which will drive accountability for the use of global gender and GBV standards, including consistent use of the IASC GBV Guidelines and IASC Gender Handbook;
• Support sector-specific colleagues to identify and advocate in clusters and other forums to address gaps related to gender equality and GBV;
• Support communications and advocacy teams to promote relevant advocacy messages on gender equality and GBV and ensure SCI communications are gender-sensitive and promote gender equality.
QUALIFICATIONS AND EXPERIENCE
Essential
• Minimum 7 years working in humanitarian settings;
• Minimum 5 years of addressing gender inequality including through women’s and girls’ empowerment;
• Proven record of enabling/facilitating change through influencing, inspiring and mobilising others;
• Proven experience of building capacity on gender and GBV mainstreaming
• Experience of conducting assessments – including gender analysis;
• Demonstrated knowledge of GBV mitigation, prevention and response;
• Effective communication skills, written and verbal, and the ability to present arguments clearly and effectively to a wide range of internal and external audiences;
• Creative, strategic and analytical thinker and experience providing strategic advice and direction in humanitarian contexts;
• Fluent written and spoken English;
• Demonstrated people leadership skills, able to effectively manage both direct reports as well as staff in a matrix management relationship.
• Commitment to and understanding of gender equality, child rights, GBV Guiding Principles, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the IASC Guidelines;
• Commitment to comply with Save the Children policies and practice with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
