Travel:
UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
Office/Unit/Project Description:
Addressing climate change is one the key global challenges and priorities for UNDP. Working in over 170 countries and territories, UNDP is uniquely placed to work with all sectors of society to help mobilize the institutions and resources required to support countries implement their Nationally Determined Contributions (NDCs) in the context of the Paris Agreement. The NDC Support Programme and Climate Promise are UNDP flagship programmes delivered by and embedded within the Nature, Climate and Energy Team and the Global Policy Network. These programmes are part of UNDP’s strategy to support NDC implementation and enhancement at the global level, which also builds on UNDP’s larger portfolio of support to countries on climate change.
Addressing gender equality and women’s empowerment is a key aspect of UNDP’s approach to achieving its core strategic vision. Gender Equality and Women’s Empowerment are seen as goals in their own right and are also central to the achievement of UNDP’s development mandate. UNDP is guided in its work by its Gender Equality Strategy 2022-2025 (forthcoming) which details how UNDP works towards gender equality in each of the goals set out in the UNDP Strategic Plan 2022-2025.
Building on previous support to better integrate gender equality and women’s empowerment into national climate plans and action, the NDC Support Programme and the Climate Promise are currently assisting 24 and 115 countries in mainstreaming gender equality into the NDCs revision and planning for implementation processes, respectively. To achieve this work, UNDP is applying a three pronged approach, which involves supporting countries to ensure gender equality and climate change are factored in as a combination within the governance, planning and policy processes of NDCs since these areas are mutually reinforcing. For instance, UNDP is supporting countries in:
1) strengthening coordination mechanisms between and among gender, climate/environment and line ministries, developing institutional capacities at the horizontal and vertical levels on climate change and gender, and engaging non-state actors;
2) integrating gender within inclusive planning (NDC implementation plans, financing/investment plans, and long-term strategies);
3) ensuring integrated climate policy frameworks (better articulation among climate instruments regarding gender mainstreaming)
Institutional Arrangement:
The Gender Consultant will report directly to the Climate Change and Gender, Programme Specialist. S/he will be part of the larger Climate Strategies and Policy Team (CSPT) and NCE.
Duties and Responsibilities
Scope of Work
The Gender Consultant will support UNDP in integrating gender equality considerations within the NDC implementation process by developing and facilitating the following:
Based on the UNDP’s analysis around gender and NDCs, conduct focused literature review and research related to gender/climate change, including within relevant sectors and climate instruments;
Assist with the review of progress reports from countries under the gender component;
Assist with the review and mapping of relevant documents related to NDC implementation plans, Gender Action Plans, updated NDCs, etc;
Support the development of capacity building materials, document good practices and lessons learned on gender and NDCs;
Support advocacy efforts, including drafting of talking points, briefing notes, preparing PowerPoint presentation, compiling communications materials for outreach, etc;
Assist in liaising with key organizations and country partners to facilitate peer-to-peer exchange among countries and organization of various events in national, regional or international fora.

Required Skills and Experience
Min. Academic Education
Master’s degree in sustainable development, environmental management, social/political sciences, international relations, gender or development policy or other related expertise areas
Min. years of relevant Work experience
At least two years of experience in gender mainstreaming in climate change/environment required, particularly conducting research, summarizing material related to development areas and write ups for reporting or dissemination
Required skills
Knowledge of gender mainstreaming and climate change
Writes and presents clearly and convincingly
Data management and quality assurance
Facilitates coordination meetings effectively and efficiently
Excellent oral and written communication skills
Required Language(s) (at working level)
English language required;
French will be considered an asset.
