The Gender Equality Technical Advisor will play a critical function to advise and support IRC’s technical units, contribute to the design of gender transformative interventions and support gender and power analysis and learning at a country program level. The role will engage with other Technical Excellence staff and country program teams to support new feminist, inclusive and transformational programming frameworks, tools and approaches. This will leverage and build from the extensive expertise and program footprint of the Women’s Protection and Empowerment team within the Violence Prevention and Response Unit. The role will work with the IRC’s Research and Innovation team to draw from the best available evidence on what works to transform unequal gender norms in programming, as well as to advice on the generation of new evidence on gender norms change in the humanitarian field.
Major Responsibilities:
• Advise and Support Technical Excellence
o Contribute to identifying strategic technical priorities, in collaboration with Education, Health, Economic Empowerment, Violence Prevention & Response and Governance.
O Support advancement of knowledge and understanding of available evidence and learning pertaining to transformative intervention effectiveness in prioritized areas. This may include creating and socializing evidence frameworks and reviews including the IRC’s revised Outcome and Evidence Framework.
O Create and support the implementation of training and capacity strengthening efforts.
O Convene and facilitate a community of practice for Technical Excellence and country program and to share knowledge, experience and learning.
• Develop Transformative Interventions that promote Gender and Social Norms Change
O Actively engage and support Technical Excellence focal points to design new intervention models in identified priority areas. This may include behavior change strategies, mass communication, leadership and advocacy skills building and systems level engagement.
O Design new or modify existing tools and practices that will enable program teams to use more feminist, inclusive and transformative approaches
O Collaborate with Technical Excellence gender focal points to modify and adjust existing intervention models to include components that identify and raise awareness of harmful gender and other social norms
O Partner with the Women’s Protection and Empowerment team (part of the Violence Prevention and Response Unit) to leverage their experience and collaborate on design and modification strategies.
O Support business development for new gender transformative interventions and learning areas
O Engage with relevant local partner agencies for cross sharing and learning.
• Test and Learn
O Ensure strong monitoring and evaluation approaches to capture robust learning, in partnership technical unit focal points and monitoring & evaluation advisors and specialists.
O Monitor progress and uptake in country programs of transformative approaches and provide support in partnership with sectoral Technical Advisors
O Collaborate with the Research & Innovation unit to develop new or revise existing evidence reviews and advise on new research strategies to generate evidence on gender norms change in humanitarian contexts.
O Maintain up to date knowledge about available evidence on norms change and intervention effectiveness in humanitarian settings.

Qualifications
Work Experience: minimum of 5 years of experience in the humanitarian or development sector with proven track record of integrating intersectional feminist outcomes in humanitarian programs.
Field Experience: At least 2 years field experience in humanitarian settings.
Demonstrated Skills and Competencies:
• Demonstrated expertise in designing and implementing interventions with norms change and transformation objectives
• Demonstrated experience on the development and implementation of research and/or monitoring & evaluation frameworks for transformative interventions.
• Effectiveness in bridging practical guidance and conceptual frameworks
• Experience in developing and administering gender trainings, ability to communicate technical expertise and standards, and implement best practice approaches
• Excellent interpersonal skills and communication skills with a demonstrated ability to develop insight and well-supported opinions based on varying feedback from wide range of stakeholders and independent research
• Experience interacting and communicating effectively with members of a complex organization at multiple levels
• Ability to work independently and with multi-cultural and multi-disciplinary teams
• Good verbal and written communication skills (i.e. day-to-day discussions, team meetings, presentations, written status updates, etc.), as well as an overall ability to be clear and concise in all communications
• High level of comfort with MS Excel, Word and PowerPoint
Working Environment:
• Remote, home-based position
• 25% travel to countries of operation, as COVID restrictions permit
