Cufa is seeking a National Gender Specialist based in Cambodia to work on a 6-year agricultural value chain project implemented in Cambodia. The project is to be funded by a major multilateral funding partner and implemented by the Royal Government of Cambodia. The project aims to increase value addition in five key competitive agricultural value chains in Cambodia by enhancing financing and strengthening value chain linkage, connectivity and safety. The objective of the consultancy is (i) to provide project management and technical assistance to the executing and implementing agencies in the implementation of the agricultural value chain project, (ii) to strengthen technical and management capacities of participating government agencies, financial institutions, agricultural cooperatives and agro-enterprises, and (iii) to ensure compliance with agreements, social and environmental safeguards, government policies and gender policies.
Responsibilities
- Support the implementation and monitoring and evaluation of the Gender Action Plan in accordance with ADB and Royal Government of Cambodia policies.
- Support preparation of annual work plans and budget for mainstreaming gender into the project.
- Ensure women’s needs are addressed and protected through the project.
- Act as the focal point and facilitator for gender mainstreaming in project monitoring and evaluation.
- Consult with stakeholders, social safeguard and local community on gender mainstreaming in the project.
- Prepare reports and documents in compliance with ADB’s and the Cambodian Government’s gender rules and guidelines.
Selection Criteria
- Master’s degree in gender studies, development studies, social sciences or a related discipline – compulsory requirement.
- At least 7 years’ experience in gender-related work on projects in agriculture, agricultural value chains, agribusiness, rural development, which have been funded by multilateral donors such as ADB, UNDP, World Bank, IFAD – compulsory requirement.
- Strong knowledge of gender and social development policies and practices in Cambodia – compulsory requirement.
- Strong verbal and written communication skills in English – compulsory requirement.
- Strong verbal and written communication skills in Khmer will be considered an asset.
