1. Generation G background information
The overall project aims to work towards promoting gender sensitivity and promoting gender justice in Jordan. The five year program will also create a direct link of communication and foster dialogue between youth and decision makers to influence policy relating to gender justice and SGBV prevention. This program will finally amplify the role of CSO/CBOs in promoting gender justice and preventing SGBV by enhancing their capacities and bringing them together to achieve continuity and complementarity in their efforts.
Through adopting a gender transformative approach, the program will create a sustainable social movement in Jordan spearheaded by Youth who are young men and women within the age group of 18-29. This will include equal numbers of men and women along with the specific measures to ensure the participation of women and girls, and marginalized groups such as People with Disability (PWD), and Refugees.
The Country Coalition is made up of the Arab Renaissance for Democracy and Development (ARDD) and the Solidarity is Global Institute Jordan (SIGI).

Coalition Lead and implementing partner: Arab Renaissance for Democracy Development (ARDD) aims to contribute to a just, equitable and democratic state in Jordan and other countries in the MENA region. ARDD offers a range of capacity building activities such as training courses, skills development and social and psychological support. Inclusion of women and gender justice is central to initiatives and programs. ARDD implements several programs and projects that strive for gender justice.

Coalition implementing partner : Solidarity is Global Institute Jordan (SIGI) was founded 22 years ago and operates in the field of democracy and community development, gender and human rights. SIGI Jordan conducts research, distributes information about human rights abuses against women in Jordan (including gender-based violence) and empowers women through education, training and information about their rights.
2. Objectives of baseline study
A. Pathway 1: Public Support:
-
To identify ways to reach young men and women within the 18-29 age group and understand young people’s social media use, in order to develop public support strategies of political participation better (e.g. strategies on how to reach out to a variety of different/ selected/ marginalized youth groups.)

Identify the interest and ability of youth to promote gender justice and prevent SGBV, promote political participation and engagement, and explore gender- and power related barriers (including social norms) that influence the challenges that they face to promote gender justice and SGBV prevention

To identify what (type of) messages would work (best) to inform our communication and advocacy strategies.

Understand the challenges and barriers facing youth (in particular young women’s) access and political participation to open dialogue discussions with key decision makers and identify ways in which their voices can be heard.
B. Pathway 2: Policy Change:

To assess youth capacity and knowledge in Politics, Legal Awareness and Basic Governance to foster dialogue between youth and decision makers to influence policy relating to gender justice and SGBV prevention.

Identify key community stakeholders and decision makers relevant to the project and program design.

A SWOT analysis of the legal texts and legal frameworks will be conducted to look at the strengths and opportunities to promote gender transformative policies and laws, as well as the opponents and thresholds in this regard.
C. Pathway 3: Civil Society Strengthening:

To assess the current status and possible shifts overtime of civic space in Jordan, and the capacity of civil society in promoting gender justice and SGBV prevention. This will identify the role of CSO/CBOs in promoting gender justice and preventing SGBV and give insight in ways to enhance mutual capacity strengthening and bringing them together with the Youth to achieve continuity and complementarity in their communities.

To identify the extent of youth engagement with the public, in particular their political engagement and participation in Jordan.
D. To review and contextualize the final country indicator framework1 and set the targets on both output (annually), outcome (five year) level. Targets need to be set both descriptively (qualitatively) and quantitatively.
3. Tasks
-
Support ARDD/SIGI in developing the study design, methodology, sample size, and implementation plan;
-
Lead the compilation and write up of the inception report;
-
Review project proposal and documents including the MEL Framework to contextualize and finalize the Jordan MEL Framework which includes the final indicators and targets;
-
Support in identifying and finalizing project indicators for both partners, and targets for the baseline assessment and project;
-
Coordinate among partners the development of data collection tools, methods of data collection, and data management;
-
Lead the training and coordination of data collectors if necessary;
-
Lead the data collection process, and analysis to inform the baseline assessment;
-
Ensure data is collected and stored as per ARDD, SIGI and Generation G’s SoPs of data confidentiality;
-
Write up the baseline report including the draft and incorporate all feedback, comments and edits from ARDD, SIGI, and Generation G;
-
Prepare and chair a validation session on the key findings and take away/conclusions for all partners involved (a presentation on the key findings is part of this session);

Write the final baseline report;
-
Ensure incorporation of all COVID19 measures and restrictions.

5. Methodology
The consultant is expected to propose specific methodologies they will use in the inception report to be submitted. They should demonstrate the use of mixed methods approach and ensure data quality. Details on sampling strategy and quality assurance measures should be included in the inception report. In addition, the inception report should elaborate on data collection methods, completed tools and timetables for the baseline study.
6. Qualifications and skills

· Experience working on baseline studies and previous consultancies;

· Previous evaluations relating to GBV, youth and gender studies is advantageous;
· Fluent in both oral and written English.
7. Requirements for submission

Samples of previous work in relevant experiences (GBV, Gender Transformative Approach, Gender Justice, Social Cohesion, Political Participation) in both qualitative and quantitative research.
We also welcome applicants that collaborate as a team for this assignment; research institutes and/or independent researchers/consultants can collaborate in order to conduct the baseline study.
