Office/Unit/Project Description UNDP supports Uzbekistan to achieve a modern democratic society driven by responsive governance systems, future-ready human capital and an inclusive green economy. Guided by the UNDP Strategic Plan, 2018-2021, the Decade of Action, the UNSDCF and the extensive multi-stakeholders consultations conducted during its elaboration at national and subnational levels, UNDP will support Uzbekistan to harness systems innovation, advance and finance economic and social transformation, create new and better opportunities for its people, and help revive, improve and sustain environmental ecosystems over time. In the UNSDCF strategic priority area, “Effective governance and justice for all”, UNDP will support the Government in developing accountable, transparent, inclusive policies, gender-responsive institutions and expanded civic participation aimed at ensuring provision of public services that meet the needs of all the people of Uzbekistan. UNDP will support the Government’s anticorruption efforts and advanced rule of law, including modernization of the court system in line with international human rights standards, as preconditions for success of economic reforms. In 2020, the Government accelerated anti-corruption efforts and took a number of legislative decisions to strengthen the institutional environment reducing the risks of corruption, to identify and prosecute corruption offences, to raise the awareness of people on signs of corruption and necessary actions to oppose it, to engage civil society in anti-corruption efforts, and to promote zero tolerance for corruption. To address the issues of weak coordination of anti-corruption measures and policies and to develop comprehensive prevention and counter-corruption mechanisms, the Anti-Corruption Agency (ACA) of the Republic of Uzbekistan was established with the mandate focused largely on prevention. The newly established Anti-Corruption Agency was also assigned to perform secretarial functions for the National Anti-Corruption Council, presided by the Chair of the Senate, thus elevating its status and role. Therefore, Uzbekistan Government would benefit from a comprehensive support, including policy and technical advice, to design and implement effective governance and anticorruption policies in a more systemic and strategic manner. Prevention of Corruption through Effective, Accountable and Transparent Governance Institutions in Uzbekistan (PCEAT) Project was launched by UNDP Country office in Uzbekistan jointly with the Ministry of Justice of Uzbekistan on March 22, 2018, with policy and advisory support of UNDP’s Global “Anti-Corruption for Peaceful and Inclusive Societies” (ACPIS) project and UNDP’s Istanbul Regional Hub (IRH). In line with Uzbekistan’s Action Strategy 2017-2021 and commitments under the 2030 Agenda, the PCEAT project focuses on strengthening the national systems and capacities on prevention of corruption and monitoring the implementation of the UNCAC and OECD Istanbul Plan of Action in an integrated manner. Institutional Arrangement: The International Consultant on Good Governance and Anti-Corruption will work under the strategic guidance of the UNDP Resident Representative and direct supervision of the UNDP Deputy Resident Representative, in close collaboration with the Effective Governance Cluster, PCEAT project team, IRH and Singapore anti-corruption specialists as well as other units within the UNDP Country Office. UNDP PCEAT Project will provide office space and internet facility, logistical and other support service applicable to UNDP international personnel when based in Tashkent. The consultant however is expected to bring his/her own laptop and mobile phone and meet local communications costs. Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc, shall be covered by UNDP PCEAT project and included in the contract. |

Duties and Responsibilities |

Within assigned authority and under substantive guidance of the UNDP Resident Representative, the Good Governance and Anti-Corruption Advisor is primarily responsible for guiding the implementation of anti-corruption technical assistance activities of the project, advice to the Ministry of Justice in relation to design of anti-corruption policies and specific initiatives as well as suggestions and development of a broader set of interventions in support of anti-corruption frameworks (including policy advice, technical expertise and practical day-to-day support to country anti-corruption bodies).
