POSITION SUMMARY: The Grants Manager is an integral member of RI‘s Program team in Afghanistan. He/She will closely work with the Programs Director and Program Departments to assist in preparation of concept note/project proposal, coordinate with existing and potential partners, consultants/expert, donor agencies and other relevant stakeholders, and will liaise to capture learning and explore new program opportunities/development. The position will be expected to provide support to donor communications including reporting and situation reports. This position has one direct report (Reporting and Grants Officer).
DUTIES AND RESPONSIBILITIES
Program Development
- In coordination with Programs Director, develop strategy for expansion of program in new areas and sectors and seek out new partners and donors in selected project areas;
- Through networking, identify as early as possible future funding opportunities and develop a donor mapping capture plans and conduct completion analysis on upcoming priority proposals;
- Support Program Director in a variety of tasks including proposal and budget development;
- Lead needs assessments in new sectors/communities to inform project design, proposals, partners and donors;
- Where proposals are pending with donor agencies, may meet with donor officers to ensure program plans represent a good fit with donor objectives;
- Lead the development and submission of Requests for Proposals/Concept Note from institutional donors, leading proposal writing efforts as well as costing efforts;
- Continual review other implementing organizations’ activities to identify gap areas, overlap and potential synergies;
- Train key staff in program design and proposal development;
- Develop a pool of consultants/experts who can be contracted for various program development opportunities;
- Undertake travel within the country as required in the pursuit of the above tasks.
Grants Management
- In coordination with Program Director, organize regular BvA and grant review meetings, grant opening and closing meetings;
- Lead timely grant modification process for existing grants, including no-cost extensions, cost-extensions and budget revisions, in a timely manner.
Reporting
- Responsible for ensuring on-time, quality and comprehensive reporting on long-term projects, in coordination with the Reporting and Grants Officer;
- Regularly solicit stories, and notable developments or achievements from program teams;
- Assist with development of promotional materials, including Annual Report and other program-related collateral;

Lead and coordinate preparation of reports for donor agencies;

As needed represent RI in partner meetings, conferences and other networking events.
Learning
- Responsible for collecting, collating and drawing conclusions from current and past projects to improve and strengthen current and future programing.
Communication and coordination
- Maintain outreach with relevant international and local NGOs as well as private sector firms in order to facilitate partnerships;
- Attend relevant meetings and networking events (e.g., relevant RFA/P meetings, pre-bid meeting, donor consultations etc.) as needed for the performance of duties;
- Support development of RI’s Afghanistan strategy through inclusion of analysis and trends, development of marketing materials such as country profiles, technical sector capacity statements, success stories, case studies, assessment reports, contents for communication materials etc.
QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Master’s degree in relevant field
- At least 5 years of minimum experience INGO context, previous experience with USAID/BHA, ECHO, UN, WFP, IOM etc. preferred
- Demonstrable ability to write clear and concise reports and proposals, and meet requirements in a timely manner
- Working knowledge of budget development and management
- Experience conducting assessments, preferably using participatory approaches
- Competence in Windows, Microsoft Office
- Demonstrable ability to work in insecure environments
- Fluent written and spoken English required
- Flexibility, optimism and a sense of humor are assets and highly valued.
