II. Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

Caritas Czech Republic (CCR) has an operational mission in Iraq since 2017. The organization in registered and allowed to work both in Kurdistan Region and the rest of Iraq. since its establishment, CCR’s mission in Iraq delivered humanitarian and early recovery assistance to war-affected populations under a variety of sectors, namely: NFI, Shelter, Livelihoods, MPCA, WASH and Health. CCR has presence in Erbil, Dohuk, Ninewa, Salah Al Din and Anbar Governorates. The mission team is currently composed of 3 expatriate staff and approx. 30 national staff.

CCR is looking for a grants manager who will work on building Iraq Mission’s capacity in project development, grants management and quality reporting and information sharing. The grants manager will work closely with the Head of Mission on securing fund from donors and ensure quality grants management. The grants manager will work closely with Programme, Monitoring and Evaluation and Communication and Public Relation staff to ensure compliance with donors’ regulations and that precise and meaningful information are shared with donors and other stakeholders in timely manner.

III. Responsibilities

Fundraising and Project Development:

· Analyse the country context focusing on the needs and gaps of people in need through triggering assessments and collect secondary open-sourced data.

· Conduct stakeholder analysis regularly and update who do what and where tools.

· Contribute to the development of the mission strategy and assist the Head of Mission in identifying opportunities for strengthening CCR’s experience and visibility.

· Work closely with the Head of Mission and HQ’s desk officer and funding manager to identify funding opportunities and call for proposals.

· Organize team brainstorming sessions prior to project development, develop the project development work plan and assign each task to respective department. Moreover, familiarize the mission team with the working tools and templates that must be used.

· Work closely with the Head of Mission, program, M&E and operations staff on the development and drafting of different pieces of concept notes and project proposals.

· Compile the project logical framework and support M&E in designing SMART indicators.

· Compile project proposals along with supporting documents and assist the Head of Mission in the final submission.

· Ensure that CCR’s Iraq mission team incorporates lesson learnt and best practices from previous projects into new project proposals.

Grants Management:

· Organize project kick-off meetings and compile meeting presentations.

· Review grants agreements and ensure that CCR’s mission team are aware of donor’s obligations (including visibility) and reporting requirements.

· In coordination with CCR’s Desk Officer ensure proper filling and archiving of projects (closed, ongoing and planned) on CCR’s cloud storage. Also, responsible for filling grants-related documents in hard copies at the mission-level.

· Raise the flag in case of deviation from the grant agreements (timeframe, spending, deliverables…etc.) and consult with the Head of Mission to proceed with corrective actions.

· Close follow up with program and M&E to ensure timely and quality reports are shared with CCR’s HQ and donors.

· Draft Contract on Cooperation with implementing partners and ensure that partners are aware of reporting requirements and timelines.

· Follow up with partners to ensure quality and timely reporting.

External Communication:

· Oversee visibility and communication and public relation activities both in the field and on online platforms and share communication materials with HQ regularly.

· Supervise communication and public relation officer and ensure regular posting on online platforms.

· Maintain active working relationships with other NGOs, UN Agencies, Clusters and Working Groups through regular meetings and communication.

· Ensure that CCR reporting onto the clusters systems (Activity Info) and other platforms (FTS, WDS…etc.)

· Work closely with M&E on producing high quality assessment reports and fact sheets and share on Humanitarian Response Platform when applicable.

Other Tasks:

· Facilitate CCR’s mission team’s bi-weekly coordination meetings, record meeting minutes and share with relevant staff and HQ.

· Regular communication with CCR’s desk officer and provide share information when needed

· Build the capacity of CCR’s program and M&E staff on project design, reporting and other skills.

Requirements

· Candidate must have experience in grants management internationally;

· Minimum of three years of professional-level experience working in grants management sector;

· Previous experience with INNGOs;

· Fluency in English is a must (candidates must prove professional oral and writing skills). Knowledge of Arabic is an asset;

· Ability to operate in a cross-cultural environment requiring flexibility;

· Ability to operate Microsoft Word, Excel and Project Management software;

· Prior knowledge of the Iraqi context is an asset;

· Good organizational and analytical skills;

· Ability to work independently;

· Experience from countries with high insecurity is an asset.

· Gross monthly remuneration based on experience and competencies (the monthly remuneration includes base salary, per-diem and performance-related monthly bonus of 10%);
