The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes in Colombia, Ecuador and Panama by working closely with the field staff and leading a team of technical specialists.

Generic responsibilities

  1. Line management for Core Competency specialists

  2. Member of the Country Management Group (CMG)

  3. Compliance with and adherence to NRC policies, guidance and procedures

  4. Provide programme input to Country Strategy and Plan of Action

  5. Development of Core Competency strategies

  6. Development of holistic and needs based programmes

  7. Identify funding opportunities, develop funding strategies and forecasts

  8. Grants management, BPO allocations and reporting to donors, including compliance with donor standards

  9. Quality control, M&E and organizational learning

  10. Capacity building of all technical staff

  11. In-country representation

  12. Promote the rights of IDPs and PNIPs in line with the advocacy strategy

Specific responsibilities

  • Lead the process of developing programme strategy for the next period: 2022-2025
  • In coordination with the Country Director, engage with key donors for NRC in Colombia, Ecuador, Panama and Peru, including exploring and pursuing funding opportunities related to non-traditional donors of NRC, such as the private sector, development sector donors, funding opportunities through commercial contracts
  • Collaboration with the Head of Operation and Area Managers to ensure high quality implementation of projects, knowledge sharing and coherent communication flow on programmatic issues countrywide
  • Strengthen monitoring and evaluation of the programme, especially through communicating with communities
  • Ensure NRC active and strategic participation in coordination mechanisms in the relevant thematic areas, especially in the clusters and sectors where NRC works
  • Ensure all programme-based needs and requirements are timely and efficiently shared with support services for best coordinated implementation

Generic professional competencies for this position:**

· Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context

· Experience from working in complex and volatile contexts

· Experience in development of project proposals and programme strategies

· Core competency expertise

· Documented results related to the position’s responsibilities

· Knowledge about own leadership skills/profile

· Fluency in Spanish and English, both written and verbal

· Valid driver’s license

Context/Specific skills, knowledge and experience:

· Experience of working in Latin America (asset)

· Experience of working in some of the NRC Core Competencies, preferably Livelihoods and Food Security and Protection

· Experience in nexus programming, application of environment in humanitarian action, as well as working with cash modalities (assets)

· Experience with commercial contracts and partnerships with private sector (asset)

· Travel: 25% across Area Offices in Colombia, Panamá and Ecuador
