Background:

Political instability and successive waves of armed conflict across Libya has resulted in one of the most complex and neglected humanitarian emergencies in the world today. The United Nations Humanitarian Response Plan for 2020 estimates there are 893,000 people in need of humanitarian assistance, with migrants, asylum seekers and refugees representing 50% of the most vulnerable. An estimated 400,000 Libyans have fled their homes, including 28,000 in June 2020 alone. A portion of displaced Libyan families has initiated return to their area of origin, while others remain in a protracted displacement situation with little hope of returning home. Furthermore, there are an estimated 585,509foreign nationals, including 46,823 asylum seekers and refugees, in Libya who are extremely vulnerable and lack access to basic services and protection, many of whom are residing in urban areas across the country. In response to the needs of vulnerable communities, NRC operates across Libya in urban and camp settings and provides emergency education, shelter/NFI, Information Counselling and Legal Assistance (ICLA) and multi-purpose cash support to populations in need including IDPs, returnees, host and non-Libyan communities.

Duties and Responsibilities

**The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes. The Head of Programme will perform the following functions

Generic Responsibilities:

  1. Line management of Programme Development Managers and Grants and M&E Coordinator
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide programme input to Country Strategy and Plan of Action
  5. Development of Core Competency strategies that are aligned to regional and global priorities and strategies.
  6. Development of holistic and needs based programmes
  7. Identify funding opportunities, develop funding strategies and forecasts
  8. Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  9. Quality control, Project Cycle Management, M&E and organizational learnin
  10. Capacity building of all technical staff
  11. In-country representation
  12. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  1. Deputy CD when appointed
  2. Establish and manage coordination structures (new and existing) between NRC Libya Country and Area Offices to maximize efficiency; Program and Support synergies, and the overall impact of aid delivery
  3. Liaise with the NRC Regional Management and Programme Advisor to ensure organizational consistency in operational modalities, communications and partnerships
  4. Representation of NRC in relevant coordination fora pertaining to Libya operations. Provide analysis of the operational modalities of existing humanitarian actors
  5. Responsible for the CC programmatic input and implementation of the NRC Libya strategy, and the emergency preparedness and response plan
  6. Responsible for ensuring that the M&E plan is implemented, funded and adhered to
  7. Support in the development and scale-up of cash based interventions and market and livelihood based programmes
  8. Responsible for finalizing high quality grant proposals and budgets with Programme Development Managers and Grants and M&E Coordinator
  9. Overall coordination of multi area, multi CC complex proposals and budgets and ensure compliance in relation to grant management and project cycle management processes.
  10. Responsible for extracting key learnings from project implementation and incorporate them in program development processes with a specific focus on strengthening safe programming
  11. Manage and provide capacity building of the Program Unit staf

Qualifications

Generic professional competencies:

  • Minimum 5 years’ experience in a senior programme management position in a humanitarian/ recovery context
  • Experience working in complex and volatile contexts
  • Core competency (sectoral) expertise, specifically Education, Legal Assistance, and Shelter
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal.

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Libya an advantage
  • Knowledge of Arabic is an advantage
  • Experience in community based and participatory programme planning approaches, with operational based experience in supporting camp and out of camp projects.
  • Experience developing and working on cash, market and livelihood based interventions
  • Professional qualification in grants management, M&E, or technical sectors is an advantage
