Background:

Founded in 2003, WRO is a non-profit, non-government and independent organization dedicated to working towards the protection and advancement of all members of societies across Iraq and the Kurdistan Region of Iraq (KRI). As one of the largest NNGOs in Iraq, WRO supports the needs of Syrian refugee, Iraqi IDP, and host community women, men, and children in prevention and response to sexual/gender-based violence (SGBV) and increasing their access to quality economic, protection, food, health, education, shelter and legal services. WRO has become a local and regional expert in SGBV prevention and response, economic empowerment, and integrated programming.

WRO has over a sixteen year history of collaborative work at the national, regional and international level partnering with UN agencies, international organizations and governmental bodies such as UNHCR, UNICEF, UNDEF, UNIDO, UNOPS, UNFPA, IRC, the Global Fund, WVI, IFA, Global Medic, German Government, ASODH, UN Women, Japan Government, DRC, NDI, LWF, IRI, , Global Affairs Canada, US Embassy regional reconstruction and Provincial teams and the Iraqi Civil Society Program Organization. WRO has delivered over 60 humanitarian and development projects focused on advocacy, Stabilization and Reconciliation, Peace building, SGBV prevention and response, psychological MHPSS and physical health, non-formal education, capacity building, protection, wash, legal, advocacy, livelihoods, political and economic participation, voter and democratic awareness, and reconstruction. Furthermore, WRO is devoted to international commitments including contribution to Sustainable Development Goals (SDGs) and UNSCR 1325 on women, peace and security.

As a national and regional expert in Protection and SGBV, WROs efforts have shed light locally and internationally through awareness raising and advocacy on many important issues such as mainstreaming gender-based violence GBV across all sectors, sexual violence in conflict SVC, and other issued related to marginalized groups rights in Iraq through initiatives that directly impact tens of thousands of families each year including though provision of lifesaving support and developmental services that help to heal, rediscover hope, and retain dignity in an effort to support individuals and families in creating and determining their own futures.

Position: Head of Programs

Duty Station: Erbil KRI with regular visits to the field in other areas in Iraq

As part of the senior management team the HoPs will oversee all of WROs programs development and implementation In Iraq and in coordination with the Executive Director will develop and produce WROs 2020-2023 strategy, improve internal procedures and processes.

Duties and Responsibilities

Program Implementation, Grant Management and M&E (40%)

  • Lead and implement process and procedures to streamline programming department and relations between internal departments.
  • Hold regularly operational and programs meetings in coordination with the ED and SMT.
  • Analysing the global humanitarian situation in the concerned country, focusing on the protection issues faced by the civilian population;
  • Provide oversight and leadership to all aspects of program implementation in KRI/IRAQ, including ensuing timely reporting, compliance and quality utilizing routine monitoring and feedback into program implementation
  • Ensure effective and transparent planning and use of financial resources in compliance with WRO and donor policies and priorities
  • Ensure cross-cutting themes are mainstreamed, and the programmes strategic plans are followed
  • Ensure timely and high quality reporting to donors and HQ
  • Make sure that project developed meets high standards in terms of design, implementation and M&E through proper Project Cycle Management
  • Undertake monitoring visits to programme areas and provide feedback to managers and staff
  • Prepare programme budgets collaboratively with programme and finance staff
  • Track programme expenditure through programme review meetings using financial expenditure reports prepared by the finance department.
  • Lead Sector Coordinators/Program Managers, in compiling and developing work plans and achieve benchmarks for program activities including spending plans, cash need identification and burn rates.
  • Document lessons learned and best practices for dissemination within WRO, to donors and to other agencies and interested parties, and ensure synergetic programming and cross-program collaboration in KRI/IRAQ
  • To ensure all programs are evaluated or reviewed in a thorough and timely fashion and that lessons learned are fed back into improved programming
  • Ensure timely and targeted communication and information flow to all internal and external parties and coordination with the SMT, donors, field offices and other program partners to remain informed about program achievements
  • Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train WRO program staff in these policies
  • With the Operations and Finance teams continually evaluate current methodologies and policies, determine their effectiveness and provide suggestions on ways to improve compliance, and to ensure program and organizational success
  • Produce regular and timely situation reports for the Sr Management Team (SMT)
  • Ensure communications of WROs work through delegation is actively updated on social media, websites.
  • Contribute to the development of WROs annual report and organizational profile development.

Program Development and Strategy (40%)

  • Lead in country and regional development strategy and program in coordination with the ED and SMT.
  • Lead program development initiatives including assessments, writing concepts, proposals and budgets in line with donor requirements
  • Collaborate closely with the ED, SMT, operations, and program staff in the development and design of innovative initiatives to drive new business development
  • Participate in country level strategic planning and contribute to the sustainable management of program growth with a continual eye to new program development that meets the needs of beneficiaries and the strategic needs of WRO
  • As required represent WRO KRI/IRAQ programs to funders and potential donors
  • Cultivate key relationships that enhance WRO’s visibility and efficacy in its area of operations as well as new business development opportunities

Team Management / Capacity Building (20%)

  • Effectively manage a team of project managers, coordinators, field staff, and support staffers located at sites throughout the country with an emphasis on excellence, promoting a culture of learning, creativity and innovation.
  • Ensuring all staff is trained on program and humanitarian principles and core concepts including objectives, SPHERE, ICRC, IASC, Do No Harm, Etc, WROs mission and vision.
  • Contribute to securing sufficient human resources for the program in order to meet its objectives.
  • Encourage the promotion of national staff to senior program positions where possible through provision of appropriate training and mentoring.
  • To ensure that all program staff have up-to-date job descriptions, agreed objectives and that systematic Performance and Development Review processes are undertaken at all levels and with program staff.
  • Assist the human resources and administration department in the development of job descriptions, recruitment and orientation of staff.
  • Draft and/or review scopes of work to hire and manage technical consultants, including review for technical efficacy and contract budget
  • Conduct performance reviews and lead ongoing performance monitoring for all direct reports
  • Provide daily oversight to programmatic needs and collaborate closely with the operations, finance, and administrative teams in support of field office operations including reporting, grant administration and implementation
  • Collaborate closely with Sr. Management/Coordinators/Program Managers and M & E team to incorporate staff development into performance management and team building processes
  • Perform any other duties assigned by the ED or WRO Senior Management as necessary

REQUIRED QUALIFICATIONS

  • At least 4 years of relevant field experience in a humanitarian organization working in conflict areas,
  • Experience in developing and managing field structures;
  • Related degree
  • Strong ability to analyze information, evaluate options and to think and plan strategically;
  • Maintains exceptional professionalism while representing WROs values and mission.
  • Excellent interpersonal, communication and skills with experience of negotiation with weapon bearers and other stakeholders. Demonstrable experience of engaging with would be an asset;
  • Ability to work under pressure and in conflict-affected settings, and to handle numerous tasks simultaneously;
  • Willingness to work independently and with minimum supervision, and as a part of a multicultural team;
  • Strong organizational and reporting skills;
  • Excellent command of English, written and spoken, and Arabic.
  • Demonstrable computer literacy, including the MS package;

CONDITIONS

· Full time position, 100 %

· Preferred starting date: Beginning of Sept.2019

· 2 airfare flights one when commence the work and 1 at the end of service period.

· Employment term 1 year

· 24 annual paid leave days
