UOSSM France (Union of Medical Care and Relief Organizations) is a member of a coalition of humanitarian, non-governmental and medical organizations from the United States, Canada, United Kingdom, Germany, the Netherlands, Switzerland and Turkey. UOSSM France is committed to provide quality healthcare and humanitarian relief to victims of crises, with a particular focus on the Syrian context. The Organization was founded and started its activities in response to the Syrian crisis in early 2012, enabled due to the commitment of medical doctors and members of the Syrian diaspora in Europe and North America. Today, it is one the largest medical NGOs active inside Syria. UOSSM France provides humanitarian and medical assistance to all Syrian victims of war regardless of their religion, ethnicity, or political affiliation.
Position Summary: Health Coordinator
UOSSM France, Erbil Mission is currently looking for a (technical) Health Coordinator. Under the supervision of the Programs Manager, the health Coordinator is responsible for the success of the UOSSM France’s Erbil Mission health strategy and the quality of current and future health programmes at the definition, implementation and evaluation phases. He.She manage directly the Nutrition/ community Health officer as well as the health team at facilities level from technical (medical) point of view and work in close collaboration with the coordination team in the other departments including the project team, supply chain team, HR team, procurement team, and M&E team.

Travel: Regular travel in NES are necessary
Roles and Responsibilities:
1. Health strategy
- Contribute to the development of Erbil Mission operational Health strategy
- Ensure that the health activities of Erbil Mission’s programs comply with its strategy. Ensure that all Primary Health Activities are implemented according to WHO, HWG, recommendations
- Ensure tools and practices are harmonized, capitalized and updated
- Ensure that epidemiological data, health protocols, national health policy and assistance programs from key players in the healthcare sector (WHO, UNICEF, UNFPA, UNAIDS, etc.) for the country are monitored and analyzed in coordination with the programs manager
- Contribute in annual reflection and strategic development
2. Capacity building:
- Preparing the lists of requirement training for all field medical staff based on the Erbil Mission health strategy
- Preparing the training need assessment based on the standard training list in collaborating with the HR and M&E team
- Contributing of providing the needed medical training according to the training need assessment
- Ensuring that the field health staff are implementing their health activities according to provided training
3. Health information System:
- Contributing of developing the data collection tools at primary health care centers, mobile clinics, BEMOC, and CEMOC centers in collaborating with the M&E team
- Ensuring all reported data are clean and analyzable from medical point of view
- Providing the needed recommendation in order to improve the quality of data
4. Reporting and project management:
- Analyzing and sharing health data for all Erbil mission health projects
- Providing the recommendations according to analyzed health data
- Ensuring accurate reporting to health working group
- Contribute to adapting implementation and monitoring methods for health activities
- Providing technical support for field medical team
- Develop the technical indicators according to the WHO, UNFPA, UNICEF, sphere, and donors’ requirements in collaborating with M&E team
- Ensuring epidemiological data are reported to EWARN, EWARS in regular basis
5. Pharmacy management and procurement
- Review and validate technically all medical purchases in line with the services provided
- review monthly pharmacy reports, analyzed and provided the needed feedback
- Contribute to analyzing bids made by suppliers for purchases with stringent technical specifications
6. Representation
- Represent Erbil Mission to NGOs, UN agencies, local and national government bodies, and other relevant parties in the field
- Represent Erbil Mission in the health Working Group, and other technical working group ensuring active participation and timely reporting.
Qualifications, Experience and Skills
I. Academic background
- University medical degree GP, Pharmacy, dentist;
II. Professional/ Practical Experience
- 3+ year of relevant professional experience in similar position in the humanitarian sector,
- Health project management in humanitarian work or a related field
- Solid experience of project planning, proposal writing and report writing
- Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives and indicators etc.)
- Experience in remote management and post emergency
III. Skills and attitudes
- Confident and proficient in the use of MS Office
- Training skills
- Good English (spoken and written) Mandatory; Arabic is an asset;
