Barishal Field Office has been managing UNICEF programs in 11 districts (6 of Barishal Division and 5 from Dhaka Division). All the districts are diversely located and some of them are located in remote coastal areas. The COVID 19 has made tremendous impact in overall health service delivery from the facilities to community level. UNICEF has been rendering additional supports and capacities not only for better COVID management but also for improvement of maternal, child, and adolescent health issues in all the lagging behind districts. For effective implementation of UNICEF programs, UNICEF Barishal FO urgently needs Health Officer NOA TA to support the office, team and partners.    

How can you make a difference?

The incumbent is expected to enhance capacity at the field level towards providing technical assistance to the Government in specific districts as well as supporting the implementation of COVID 19 response activities as well as support to the interventions across the MNCH, EPI and health systems activities under the health program MNCH activities in assigned districts under Barisal FO. Summary of key responsibilities as follows:

1. Support to programme development and planning

  • Conduct and update the situation analysis for the development, design and management of health related programmes.
  • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.

2. Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions.

3. Technical and operational support to programme implementation

  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on health-related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building

  • Build and sustain effective close working partnerships with health sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.

5. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

6. Support to the COVID 19 response

  • Serve as a technical resource person to the division and districts for supporting the COVID 19 response

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
  • A minimum of one year of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.
