As the cluster lead agency for Child Protection, Education, Nutrition and WASH, UNICEF is committed to ensuring all of these sectors implement their work in the safest possible way by proactively identifying and mitigating GBV risks. Leveraging their technical expertise and geographic reach, UNICEF-led clusters and Area of Responsibility (AoR) continue to integrate specific recommendations from the IASC GBV Guidelines into their own standards, which facilitates practical implementation through clusters’ field deployments and remote support through cluster Helpdesks. These clusters understand that GBV risk mitigation sits at the heart of quality programming and that making interventions safer also helps each sector reach its own goals.
 
UNICEF made a commitment to integrate GBV risk mitigation into the Humanitarian Needs Overview (HNO) and GBV risk mitigation measures in Humanitarian Response Plan (HRP) in all the clusters/AoR that UNICEF-lead. It is also in line with the Call to Action to protection from GBV new roadmap. UNICEF conducted a literature review of HNO/HRP 2019 and 2020 from GBV risk mitigation perspective and plans to conduct a comprehensive review of the HNO/HRP 2021 in addition to the literature review to capture lessons learned from national and sub-national coordination team’s points of view to better support them for the next Humanitarian Programme Cycle to achieve UNICEF’s commitment to the call to action and beyond.
 
The comprehensive HNO and HRP 2021 review process will function as documenting good practices and common challenges in implementing GBV risk mitigation in countries. The consultant will support the Global Cluster Coordination Unit (GCCU) in organizing a workshop on GBV risk mitigation to take stock of good practices and common challenges that UNICEF-led clusters/AoR face in GBV risk mitigation,  facilitate peer-learning and identify joint actions at both national and country level. The consultant will also be responsible for creating communication/learning materials on the results of comprehensive HNO/HRP review, all good practices, challenges and action points identified through the review and stocktaking workshop for better dissemination of the information among different target groups.

How can you make a difference?

The consultant will be expected to: 

  • Develop a work plan including a comprehensive review of HNO/HRP 2021, a stocktaking workshop and a communication plan and tools to disseminate the reports, lessons learned and action points from the stocktaking workshop.
A comprehensive review of HNO/HRP 2021
  • Review all HNO and HRP 2021 according to the review checklists.
  • Develop an interview checklist and a list of key informants based on findings from the HNOHRP literature review in consultation with the GCCU.
  • Conduct interviews and document reviews.
  • Write a report of the comprehensive HNO/HRP 2021 review and other communication materials to share the findings in user-friendly manners.
GBV risk mitigation Stocktaking Workshop
  • Document good practices and challenges presented in stocktaking workshop and develop communication materials as planned in the communication plan.
List of tasks, deliverables and estimated timeline

Contractual arrangements:

  • Estimated duration: The consultant is expected to work for 40 days  over a period of 4 months (between March and June 2021) 
  • Duty station and travel: The consultant will be home-based. No travel is expected. 
  • Payment: The consultant will be paid upon timely and satisfactory submission of deliverables as per the below timeline: 
    • Upon deliver of second deliverable – 13 days fee
    • Upon delivery of the final review of HNO/HRP 2021 – 20 days fee
    • Upon delivery of the communication materials from stocktaking workshop – 7 days fee

To qualify as an advocate for every child you will have…

  • A Bachelor’s degree in the field of Evaluation, Communication or Knowledge Management is required.
  • At least five years of experience in evaluation, Communication and/or knowledge management.
  • Proven experience of conducting a project evaluation.
  • Good understanding of the Humanitarian Programme Cycle.
  • Proven experiences and excellent skills to develop communication materials i.e. for humanitarian practitioners, donors and UN.
  • Knowledge and experience of gender-based violence in emergency programming is desirable.
  • Knowledge of humanitarian programme in Child protection, Education, Nutrition and WASH is also an asset.
  • Excellent written communication skills
  • Fluency in English is required, French is desirable.
