To support this work from Brussels, the Operational HR Hub, as part of the Human Resources Department of the MSF Operational Centre of Brussels (OCB) is looking for a: HQ HR Officer (m/f/x)

CONTEXT

The ‘HQ HR officer’ for Headquarters (HQ) is part of the Operational HR hub, whose mission is to link as a partner between the HR department and the Operational units in HQ. The ‘HQ HR officer’ is reporting to the HR HQ Referent.

Objectives of the position:

The main objective of this position is to support the different units and their managers in the implementation of the HR policies and help them in terms of people management, wellbeing and development.

Besides this main objective this position will also be the referent for different indicator reports. As a third part of the function, the person will be the HR focal point for the management of ‘volunteers and stagiaires’.

JOB PROFILE

Together with the HR HQ referent you are in charge of organizational monitoring and support to people

  • Support managers in the organizational design of their activity
  • Provides support in the management of organizational changes and their impact at the administrative level: creation and changes of positions and functions, internal movements related to the HR strategy and its policies and provides advice and recommendations in their management
  • Provides support (advice, facilitation, conflict resolution, exit interviews) to employees and managers
  • Identifies and analyzes development needs at the HQ-level and relays them to the Learning and Development team
  • Provides advice on individual career management
  • Is one of the key HR focal points for ‘well-being at work’

HQ indicators and statistics

  • Periodically performs the reporting and analysis of the HQ-indicators and develops a qualitative interpretation allowing the identification of potential optimizations related to the HR strategy

HR Volunteer Referent

  • Oversees the procedure for hiring new volunteers/interns, from coding in our internal HR Information System to the welcome briefing
  • Acts as HR interlocutor for the Volunteer Coordinator
  • Provides support to the management of volunteers within MSF

HR internship advisor

  • Responds to internship candidates and pre-screen the requests
  • Acts as a link with managers

Social consultation

  • Support the HQ HR referent and the HR director in the organization of social consultation

CANDIDATE PROFILE

  • Diploma in Human Resources Management or equivalent
  • Experience of min. 3 years in Human Resources
  • Basic knowledge of Belgian social legislation
  • MSF experience is an asset
  • Organizational and project management skills
  • Solutions and service orientated
  • Strongly developed interpersonal skills: active listening, conflict resolution, experience in facilitation
  • Respect for confidentiality
  • Languages: active knowledge of French, English and Dutch
  • Adherence to MSF principles and to our managerial values: Respect, Transparency, Integrity, Accountability, Trust, Empowerment
  • Adherence to the MSF Behavioural Commitments

CONDITIONS

  • Contract type: Open-ended contract – full time
  • Location: Brussels
  • Salary Package: Hospital insurance (DKV) – Pension plan – 100% reimbursement for public transportation costs
  • Starting date: January 2021
