The HR Manager reports to the Chief, Human Resources Business Partner in the Division of Human Resources. The HR Manager is responsible for the implementation of the Human Resources’ recommendations of the Humanitarian Review (project-based). 

How can you make a difference?

Key functions/accountabilities:

1. Contribute to the implementation of the Humanitarian Review’s recommendations

Prepare Project Plan, manage project implementation  

  • Prepare workplan, including objectives, goals, Key Performance Indicators, timelines, process, consultative entities;
  • Prepare regular updates to management and other stakeholders;
  • Proactively manage project;
  • Monitor progress and report on progresses, and ensure that results are achieved according to schedule and KPIs.

Strengthen HR Capacity 

  • Prepare and roll out a curriculum aiming at strengthening HR in emergencies capacity;
  • Map out and assess existing tools and materials;
  • Conduct needs analysis and design curriculum based on needs and gaps.

Enhance Career Management

  • Develop career paths between emergencies and non-hardship duty stations;
  • Conduct skills and talent mapping for staff in emergencies (“top 20 Country Offices”);
  • Enhance and facilitate secondments and exchanges with other relevant UN agencies;
  • Develop an internal talent initiative to nurture new talent and diversify UNICEF’s workforce in emergencies.

Enhance Surge

  • Develop consolidated surge strategy;
  • Review structure and portfolio of surge Teams and identify efficiencies;
  • Develop new and flexible surge mechanisms with a view to strengthening UNICEF’s capacity to efficiently and quickly respond to emergencies, to diversify UNICEF’s workforce;
  • Review and assess existing systems and implement consolidated surge system.

Develop policies and provide inputs to emergency procedures

  • Review and provide ongoing inputs to emergency procedures and other policies and documents to support the efficient HR delivery in emergencies;
  • Develop Guidelines on duty of care for Partners;
  • Provide inputs to different policies and other documents with a view to providing excellent and quick HR delivery in emergency contexts.

Prepare data analytics

  • Prepare data analytics for “top 20 Country Offices”;
  • Provide recommendations based on data analytics (eg. outreach/succession planning strategy) to better support “top 20 Country Offices”.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • Eight years (8 years) of professional experience in human resource management in an international organization and/or large corporation is required.
  • Experience in UNICEF is an asset.
  • Experience in emergency context is an asset.
  • Fluency in English is required. Knowledge of another official UN language (especially French, Arabic, Spanish) is considered as an asset.

Managerial Skills

  • The ability to allocate appropriate time and resources for successful achievement of goals, and foresee risks and allow for contingencies when planning.
  • Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.

Strategic Skills 

  • Experience and ability to help design and implement targeted and innovative human resources strategies to address clients’ people-related needs.
  • Ability to help design and implement innovative HR programs within a fast paced, evolving, and wide organizational setting.

Technical Skills 

  • Authoritative technical knowledge of the principles and concepts of human resources management.
  • Capacity to adapt policies, approaches and models to meet emerging needs.
  • Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve same.
  • Excellent knowledge of organizational and HR information technology systems and tools.
  • Excellent ability to analyse data and provide recommendations is required.

Interpersonal and Communication Skills 

  • Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience. Excellent drafting skills, including of complex documents is required.
  • Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
  • The incumbent will be expected to coordinate and consult with a range of stakeholders, including colleagues in DHR, Office of Emergency Programmes (EMOPS), Regional/Country Offices.
