Level: Officer Classification: LE-07 Location: Brussels, Belgium Closing date for applications: 08-03-2021 at 23:59 UTC/GMT Summary of position: Based on the Common Services Delivery Framework, the Brussels Common Services Delivery Point (CSDPBU) provides operational services in finance, human resources and procurement and contracting to a network of Canadian diplomatic missions based in Europe and Africa. Under the supervision of the Operations Manager, the Human Resources Officer shall perform the following functions at the missions assigned to him/her for the Common Service Delivery Point (CSDP): •Support and advise a network of missions in their staffing activities, including recruitment strategy, and ensure that candidates are selected in accordance with staffing guidelines; •Liaise with programme managers as required to obtain relevant information, conducts document audits as required. Informs missions of the outcome of the process; •Supervise one or more support staff; •While this is a summary of the role’s current main areas of activity, additional responsibilities may be assigned as the Common Service Delivery Point (CSDP) environment evolves. Essential qualifications: Education: A university degree in a related field such as human resources management or management. Language: •Ability to communicate effectively in both of Canada\’s official languages, being French (level C2) and English (level B2) (speaking, writing and reading). NB: The minimum level accepted for French is the equivalent of level C2 and for English B2 according to the Common European Framework of Reference. Experience : •Recent professional experience* of at least 2 consecutive years in human resources in staffing main areas; •Experience in researching and analyzing information and making recommendations to managers. •Experience in providing advice and support to managers to ensure compliance with an organization\’s internal policies and processes. *Recent is defined as within the last 8 years. Knowledge: •Knowledge of best practices and procedures in staffing; •Knowledge of the Microsoft Office suite including the use of Excel; •Knowledge of different theories on inclusion and diversity in human resources. Abilities: •Demonstrates integrity and respect; •Research and analysis; •Working effectively with others and networking; •Demonstrates initiative and is action-oriented; •Employee supervision; •Ability to communicate effectively with clients abroad; •Ability to plan and organize workload and set and manage priorities in a demanding work environment. Asset Qualifications: •A professional human resources qualification valid in Canada or the European Union; •Professional experience in a diplomatic mission or international organization. Organizational Needs: •Occasional overtime is possible; •Normal working hours: 37.5 hours / week (Monday to Friday). Operational Requirements: – Condition(s) of Employment: •Reside and be legally entitled to work and live in Belgium at the time the job offer is issued and for the duration of the employment; •Ability to obtain and maintain a Government of Canada reliability security clearance including a criminal record check and financial verification; •Applicants who hold visas, type A electronic cards or non-renewable documents, such as student visas, are not eligible to apply for this position unless they are exempt from the requirement to obtain a work permit.
