Humanitarian Affairs Officer

The United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) is the UN Secretariat department responsible for bringing together humanitarian actors to ensure a coherent response to complex emergencies and natural disasters. OCHA also ensures that there is a framework within which each actor can contribute to the overall response effort. 

OCHA Sudan addresses and facilitates issues relating to coordination, communications, and humanitarian financing, and serves the entire humanitarian community. In doing this, OCHA works with the Sudanese Government’s Humanitarian Aid Commission (HAC) and other government counterparts. OCHA provides support to the Humanitarian Coordinator (HC) and the Humanitarian Country Team (HCT) in Sudan. Working with the entire humanitarian community, OCHA looks to foster a conducive operating environment that facilitates the effective delivery of humanitarian assistance (both material assistance and protection assistance). Crucially, OCHA promotes compliance with humanitarian principles in the humanitarian response. This is an essential element of effective humanitarian coordination and is central to establishing and maintaining access to affected populations, particularly in conflict-affected areas of Sudan.

Impact of Results: Against the above background, the consultant will

• assist the  OCHA field Office in Geneina in identifying significant humanitarian issues and problems to be addressed in West Darfur.   
• Assist the OCHA field Office in Geneina to provide support in coordination of humanitarian/emergency activities.Provide effective guidance on cultural and political issues intrinsic to West Darfur. .
• Timely deliver assigned outputs, develop partnerships and effectively interact with colleagues internally and externally.

Objective and scope of work

The objective of this consultancy is to support implementation of the below areas:

Coordination

• Ensure establishment of partnerships with other humanitarian actors to plan and evaluate complex humanitarian and emergency assistance programmes; help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
• Coordinate delivery of international humanitarian/emergency assistance for complex emergency/disaster situations; complete rapid assessments, prepare situation reports, analyzing the situation and specifying unmet requirements of stricken areas.
• Coordinate the disaster response/preparedness and the formulation of project proposals; provide technical support to field work.
• Ensure establishment of humanitarian coordination mechanisms in Geneina State.
• Represent OCHA in sectoral coordination meetings in Geneina.
• Ensure monitoring of SHF funded projects in the region working together with the SHF section in Khartoum.

Information Management / Advocacy

• Ensure collection, monitoring and collecting information on humanitarian developments, disaster relief/management programmes or emergency situations in the assigned state/region.
• Establish and maintain contacts with other UN agencies and non-governmental organizations and relevant government counterparts in the assigned region/state,
• Participate in the production of weekly/monthly sitreps on the humanitarian situation and assist in strengthening information networks to gather humanitarian data from the field.
• Consolidate and maintain a database of information on who is doing what where; assist in developing state/provincial profiles for provinces in the assigned area, as well as hazard maps, contact lists and databases on humanitarian assistance and preparedness.
• Support advocacy efforts concerning humanitarian issues based on analysis of the humanitarian situation, especially on the protection of civilians.
• Organize work groups, meetings, conferences, consultations with other agencies and partners on the ground on humanitarian and emergency relief-related matters.
• Perform other duties as required.

Institutional Arrangements

The incumbent will have a direct contact with the Head of Field Office in Geneina, and shall provide regular reports of all the work progress with detailed facts and figures to the head of Coordination on a weekly basis.

Duration of the Work:

The consultancy service duration will be One Month (22 working days) (renewable) effective 04th August 2021 up to 03rd September 2021 and the duty station will be Geneina, West Darfur. The final submission of all deliverables will be 3rd September 2021.

Scope of Price Proposal and Schedule of Payments:

• Payment will be made as per PAF Norms. Payments are on monthly basis and will be made upon completion of key deliverables as outlined in above.

Recommended Presentation of Offer:

• Applicants are kindly requested to complete and sign and submit all the following documents:
• Duly completed Letter of Confirmation of Interest and Availability using the template provided by UNDP;
• Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
• Brief description of why the individual/company considers him/herself/itself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment.
• Financial Proposal that indicates the all-inclusive fixed total contract price, per month.

Evaluation Criteria and selection of the consultant:

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the capacity of candidates – where the qualifications, experience and skills will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

Eligibility Criteria:

The candidates obtaining 49 points and above (or 70% and above) will only be technically qualified; then their price proposals will be reviewed and compared for the assessment of overall ranking. Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive candidates and will not be compared.

Assessment of the Price Proposals (30 Points) or 30%:

The lowest priced bid from among the technically qualified Offerors will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified candidate will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a candidate = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 30 (Full Marks)

Award of the Contract/Award Criteria:

The contract will be awarded to the candidate (bidder) whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

Education:                                                                                                        

• Master’s degree in social political or social science, Law, International studies, Public Administration, or other relevant science is required.
• Bachelor’s degree with two additional qualifying years in above fields may be accepted in lieu of the Masters.

Experience:

• Minimum 2 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area.
• Preferably with at least two years with a UN organization or an NGO.
• Good drafting and report writing skills are required.

Language Requirements:

• Fluency in oral and written English and Arabic is required.
