Main objective of the role:

As the Humanitarian Programme Officer, the job holder is responsible to oversee support activities in project implementation. Assess support requirements against project objectives and operating environment.

We are looking for someone who will

  • Ensure that minimum standards of CBM and all humanitarian clusters are maintained in accordance with SPHERE and Food Security and Livelihood cluster standards
  • Contribute towards the development of CBM humanitarian Strategy and new humanitarian proposals as may be required
  • Ensure implementation of CBM’s operational policies, procedures and guidelines, especially inclusion policy, gender analysis/ standard SPHERE guideline.
  • Planning and carrying out needs assessments, baseline surveys that will be specific to humanitarian intervention.
  • Designing of an appropriate approach to humanitarian responses in consultation with the partners.
  • Support partners to design or review of beneficiary targeting criteria for all humanitarian interventions.
  • Build the capacity of the partners through mentoring and offering trainings in all humanitarian program implementation.
  • Work with partners to facilitate appropriate community involvement in the design and delivery of humanitarian activities.
  • Strengthen linkages between partners and the Country Office through effective communication and coordination on programme implementation matters;

  • Induct partner on relevant humanitarian standards and tools through regular trainings and refresher exercises;

  • Assess existing and potential partner organizations and identify capacity development needs, develop and implement capacity strengthening of partners to address identified gaps.

  • Managing documentation and monitoring of humanitarian interventions

  • Together with the Monitoring and Evaluation team, develop monitoring and evaluation plans and tools for tracking the progress, outputs and outcomes of humanitarian activities

  • Conduct regular monitoring visits, consultation and ensure participation of key stakeholders across the project implementation process (if and where applicable); monitor and report on project performance on a regular basis.

  • Prepare and participate in humanitarian needs assessment missions (in collaboration with relevant key stakeholders and partners in country).

  • Lead on all humanitarian technical assessments in coordination with other sectors within CBM other external sector agencies in South Sudan.

  • Identify, establish and maintain database, as may be required for the supported projects,

  • Review and submit agreed upon reports (narrative, financial, case studies, documentaries) as per reporting schedule and protocol;

  • Monitor the utilization of donor funds and ensure timely reporting to donors

  • Review periodical reports to donors (narrative and financial reports) and advise the Country team accordingly;

  • Writing reports on field activities as required and sharing these with the Humanitarian Coordinator.

  • Develop and maintain positive relationships with local leadership, local authorities, other NGOs, UN agencies and any other stakeholders, projecting a positive image for CBM and ensuring good cooperation and partnerships.

  • Represent CBM with Partners and in relevant forums and networks, in close coordination with the Country Director.

  • Be the first point of entry for programme partners on all issues related to humanitarian and transitional aid budget implementation in South Sudan.

  • Together with the Finance Department oversee the programme budget tracking of CBM partners ensuring timely execution of partner requests for funds; solve problems in implementation and flag serious issues.

  • Ensure purchase requests for materials are shared with logistics in a timely manner and material specifications are clear to aid efficiency and effectiveness in material procurement.

  • Follow the CBM financial, operational and quality management procedures.

We are looking for someone who has

  • At least a minimum of 5 years proven experience of development and implementation of humanitarian response, preparedness, advocacy and Disability Inclusive Disaster Risk Reduction and Climate Change Adaptation program/project,
  • Working experiences of conducting participatory capacity, vulnerability analysis (PCVA), developing disaster risk and climate change adaptation plans.
  • Working experiences of integrating Disability Inclusive Disaster Risk Reduction into humanitarian Interventions and other development program,
  • Practical experiences of providing training to partners staff both on training methodologies, risk analysis and action planning,
  • Working experience with NGOs or international development organizations’ is preferable,
  • Sound experience in resource management e.g. people, finances, assets,
  • Good understanding and practical experience in application of equity issues (Gender and diversity)
  • Good understanding and practical experience in disability inclusion and mainstreaming ,
  • Excellent writing and reporting skills with fluency in English,
