The COVID-19 pandemic disrupted education for children and youth around the world. During the period March-June 2020, about 400,000 children in Bosnia and Herzegovina (BiH) were not in their classrooms. Furthermore, close to 10,000 children did not have access to Internet or devices such as laptops or tablets and 35% of young people in BiH experienced challenges with access to learning, due to having to share electronic devices within the household, or not having an appropriate space for learning.
Through the ‘Reimagine Education’ initiative, UNICEF in Bosnia and Herzegovina, with the support of USAID, is working with partners to bridge the digital divide and scale up world class inclusive digital learning solutions to reach all children and young people. One of the expected results of this programme is a vulnerability assessment with regard to Internet connectivity and equipment with digital devices of schools in Bosnia and Herzegovina. On the basis of this assessment, 150 schools will be selected to be equipped with ICT infrastructure.
UNICEF is seeking an international consultant who will provide technical coordination and quality assurance of the envisioned activities, in close collaboration with the staff delegated by the ministries of education (MoE) per each administrative unit respectively. For this occasion, it is expected that minimum 12 staff members will be deployed by the ministries of education (MOEs).
The assessment of primary and secondary schools’ ICT resources is to result in a clean and cross-referenced dataset of all primary and secondary schools in BIH with the following features: i) Internet connectivity and bandwidth, ii) existing Internet connectivity infrastructure, iii) geo-spatial locations and a unique ID number for each primary and secondary school in BiH and iv) equipment with digital devices against the recommended standards for BIH.

How can you make a difference?

The expert is expected to design a methodology that is to be applied, to monitor the data collection process and triangulate the obtained data with the results of other relevant studies conducted by UNICEF or other UN agencies in BIH that can feed in additional information necessary for the assessment of schools’ in BIH ICT resources. The expert is expected to provide UNICEF with a list of 150 schools selected on the criteria of: i) assessed vulnerability, ii) administrative region representativeness and iii) number of students per school.
During the assignment, the expert will be closely communicating with UNICEF Education Officer and ICT Officer who will provide support in terms of existing resources, networks and contacts with the relevant authorities and overall guidance and progress monitoring.
The total duration of the assignment is expected to be maximum 25 working days.

To qualify as an advocate for every child you will have:

  • An advanced university degree (Master’s or higher) in IT, Data Analysis, Geo-spatial mapping
  • At least three years of professional experience in data collection, data visualisation, mapping or performing similar activities
  • Professional experience in GIS and mapping services and internet connectivity projects 
  • Proven experience in the development of software, web-based data management tools and processes for data collection, analysis and reporting
  • Excellent interpersonal skills with the ability to work as member of a team, as well as independently
  • Excellent communication skills in English (verbally and in writing). Knowledge of Bosnian/Croatian/Serbian languages a strong asset
