Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term technical experts to support strategic engagement, advocacy, and knowledge management and communications (KMC) activities through strategic planning, implementation, and capacity building.

USAID’s Next Generation Global Health Supply Chain Suite of Programs (NextGen), as part of the Global Health Supply Chain (GHSC) program, ensures quality procurement and delivery of health commodities through robust global and local supply chains, while strengthening in-country supply chains. Within this global initiative, the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ will strengthen local supply chain systems, increase the availability of quality-assured, essential health commodities, and strengthen local pharmaceutical management capacity. The supply chain and pharmaceutical management technical services will be conducted collaboratively and in close coordination with other mechanisms and stakeholders of the NextGen Suite of Programs.

Panagora Group seeks an IDIQ Director to be proposed as part of the anticipated NextGen Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ award. The IDIQ Director will lead and manage a diverse team of long- and short-term supply chain and project management professionals that will provide technical assistance, capacity strengthening, design, implementation, monitoring and evaluation, analysis, learning generation, and dissemination, and other services to USAID Supply Chain for Health (SCH) Division in Washington, DC and USAID Missions.

Responsibilities:

  • Provide technical and management direction and guidance on behalf of Panagora Group, ensuring the effective and efficient performance of all aspects of the contract, including the provision of contract oversight, maintaining acceptable standards of quality for all assigned tasks and expected deliverables, including overall responsibility for leading and coordinating all activities; all required reports; and for staff and subcontractor management
  • Respond to requests for new activities and provide central management and oversight of activities under this award
  • Recruit, mobilize, and support all personnel carrying out technical and contractual requirements of the IDIQ and the task orders
  • Oversee the effective and efficient support technical and advisory services
  • Ensure quality and control methods are consistently applied and transparent for all contract tasks and functions
  • Serve as the main point of contact between USAID and Panagora, frequently serving as a facilitator or co-facilitator of high-level discussions and for and among USAID staff and partners regarding learning and adaptive management
  • Participate in periodic project performance reviews, sponsored by USAID, with the participation of all the NextGen contractors

Requirements:

  • Master’s degree in global health and international development, or a relevant field
  • At least 10 years of USAID contract or activity management experience required; experience with managing IQCs, IDIQs, or BPAs strongly preferred
  • At least 10 years of experience in global health and international development
  • Management or leadership experience of large teams and complex programs required
  • Proven ability to understand client needs, ensure customer satisfaction, and deliver appropriate solutions
  • Technical expertise preferred in one or more of the following areas of supply chain management: supply chain management information systems; data analytics and performance management; forecasting and supply planning; procurement; warehousing and inventory management; distribution and transportation; in-country logistics operational support; product selection and resource optimization; pharmaceutical services; pharmacovigilance and patient safety; health systems strengthening; health financing and governance
  • Understanding of and experience with USAID Bureau for Global Health (GH), GH offices, and other Regional Bureaus and Missions
  • Impeccable interpersonal and management skills to support team development and cross-team collaboration in highly complex structures involving multiple teams, stakeholders, and client groups
  • Aware of and sensitive to working in multiple socio-economic settings and with multicultural groups in a developing country environment
  • Excellent attention to detail and track record of producing high quality documents
  • Excellent communication and interpersonal skills; proficiency in language(s) other than English preferred
